As a reminder about Jigen, he was from a time before Chakra was a thing across the world. It wasn't until Hagaromo spread chakra that people gained it, so Jigen himself was nothing more than a normal human like us until Isshiki took him over.

He is, Madara said the ten tails wants Naruto alot back in the war because his chakra was mixed with all the tailed beast. Jura most likely with the same rinnegan eyes see the same thing within himiwari but only very very small amounts that is slowly growing with her own huge chakra supply. Also, the ten tails in the war created vision beings to protect itself similar to the shin, the difference is code's experiment made them smarter than usual and they learned how to absorb chakra and use it for themselves, which is why they're so similar to their victims because chakra is both power but also like the soul of the person. Jura didn't eat anyone and just emerged as the final transformation when ten tails split apart to protect itself. Jura got jigen or isshiki's chakra through Code not jigen, i highly doubt it.
The way I interpret it to be is that Jura is something/someone completely new. Kinda like how the Divine tree turned people into White Zetsu with their own unique personality and will like Guruguru and Tobi and the “horror” of the 10 Tails Boruto was worried about was that the people consumed would lose their own personality to become taken over by the Shinju who are like White Zetsu but with more chakra from the tree/10 tails

Jura is an interesting character I like how he just casually brutally murders the jounin ninjas, with wood style then switches to a slice of life vibe at the bookstore then he proceeded to neg diff fraudwaki. He also confirmed he’s an incarnation of the Juubi, which means he’s the juubi main body so the he’s ishiki/jigen or kawaki theory is died. Which is fine because we have a brand new main villain rather having the same main villain, for the 3rd time in the manga since ishiki/jigen are the same person.

That said taking over Naruto covers both. If Jura simply wanted to become a more complete 10 tails re-absorbing the other shinju would seem like a more obvious starting point and then maybe tracking down the other tailed beasts.

It's worth noting that the sensory bubble has a sort of pass code you can enter if you know it to bypass its checks completely. Itachi was able to do this so he and Kisame could sneak in, in fact Hiruzen specifically said he'd leave the barrier as Itachi knows it so that Itachi could come and go freely to check on Sasuke, it's very plausible Orochimaru also knew how to get through it undetected, as well as Koji Kashin through Jiraiya's memories.

If you wanted further confirmation that Jura is not Jigen/Ishiki, he had no idea where Naruto actually was. He was looking right at, fighting Kawaki and had no idea Naruto was in the dimension they would both share if Jura was Jigen. It would also mean he would be able to release Naruto from the dimension which would complicate the plot in a bad way.
Jura was following Biju chakra not Naruto's which is why it led him to Himawari. If we use what Jura said, that they are the same/similar, then they are both ten tails jinchuriki's in their own way. We've seen that Himawari can sense Naruto's life force and clearly Jura can do the same, but neither can seem to track it because Naruto is in another dimension. So far seems like they have similar toolkits, though I'm guessing where they will eventually differ is in the abilities their eyes give them. Either way Jura doesn't know that Naruto is "dead" like Himawari does and so doesn't doubt or dismiss his ability to sense Naruto's life force as a feeling, which is why Jura was tracking the biju chakra in an attempt to find Naruto- who he hadn't needed to track prior to getting to the Leaf because it's the Leaf. Either way, Naruto was going to show up. They start strolling through the village, bad guy shit, Kawaki attacks and throughout his entire fight he can't tell that Naruto is basically right in front of him, the same way Himawari hasn't been able to tell despite living with Kawaki. We can guess that Himawari started using her chakra at that point which is what tripped Jura's senses and caused him to seek it out, expecting to find Naruto but instead landing at Himawari.
What will really be interesting is what he does next- if he engages them in a conversation about how he was looking for Naruto things could get really rocky for Kawaki, which Kishimoto seems to be in a hurry to do but it's also pretty likely he'll say something cryptic and dip. He clearly isn't interested in wasting the effort on fruitless endeavors, though the chance to engage with real people might actually capture Jura's attention. After all, a big part of their storyline is that they're becoming human, a Pinochio situation. Jura wants to be a real boy too lol
What if Jura is the reincarnation of Kurama? Or Kurama’s chakra found the ten tails after it was freed by the chakra rods? I know himawari has a piece of that power too, but maybe that’s why Jura (Kurama l) is drawn to her. OR, because Jigen stole chakra from Naruto, when Jigen died, he died with a piece of Kurama in him. So when he became a Shinju, the Kurama part of him is giving him ego and a drive to find Naruto.

With Jigen/Isshiki coming into contact with the 10 Tails frequently, on top of fading away in his final moments talking to Code near the 10 Tails, I believe the 10 Tails absorbed Isshiki into himself, which influenced his appearance but Isshiki was so weak at this moment 10 Tails dominated his chakra and integrated it. Keeping 10 Tails chakra as the signature, but could have also taken the 10 tails from a Juvenile to a fully fledged one. And as a result gave him a bit of Isshiki's memories, including Isshiki's hate of Naruto for what he did leading to his death.
To continue on from "the Divine Trees took the rods out of the 10 tails", it's likely because Code's chakra was being messed with by Boruto's new Rasengan attack they were able to remove the rods as well.

There’s an issue with Solutions 3. When Jigen portals into Konoha, Ino grows faint and comments about the extremely powerful chakra signature that just showed up. Meaning he wasn’t erasing it and should be logged into Konoha.
So Himawari has a baby 10 tails, that would explain her being the most powerful in the leaf while Naruto was still there

Jura is Jura. He is not Jigen or Ishikki, but he could potentially share some characteristics.
Obviously, he is the leader of the Shinju since he gives orders to Hiradi like nothing. He controlled the shinju/clawmark that was near Konoha, so yes, he is the Jubbi. He said "I can feel the presence, of a being like me" referring to himself as a biiju.
Maybe Kishimoto would show us their first appearance when Boruto met them for the first time.
