Undercover officers knows this so they takes risks even when locals forces don’t understand the global impact and implications of supranational and global organized crime. *Black rain is by far one of the best*
The concept is intriguing but ultimately wasted. Michael Douglas is completely unconvincing as a hard-nosed cop. Andy Garcia was a lot better. Like most of Ridley Scott's films, the only good quality is the impressive cinematography.

At first glance, this seems like a cool movie. The first 30 minutes draws you in with its potential. However, while I liked certain aspects and overall aesthetic of this movie, it has some extreme plot holes and wasted story potential. Also, the last hour drags on and is an overall unrealistic story that falls apart and really makes no sense. At the end, it all feels wasted and leaves the viewer scratching their head wondering what they just watched and what Douglas' motivations really are. It could have been about 30 minutes shorter. Doesn't matter that it's Ridley, it has a lot wrong with it.
