i'm pretty sure the obscene amount of smoke it emits (not even car fumes at this point) is also pretty damn bad in some way
and regarding the moon
removing it would result in nights being way darker (and apparently werewolves exist in this universe so they wouldn't have to worry about transforming), and all waves disappearing as seen in the clip, but also earth's tilt would be severely affected, resulting in extreme weather due to the planet wobbling; also all that water would be displaced because the moon affects water in more ways than just making sure surfers have something to do

And considering the damage that would be caused if the moon shrunk or was stolen, I would say the untold massive ramifications and damage could deserve a death penalty, or a lot of years, if not, life in prison.
you're missing the point that without the moon, the Earth does not have any tides. So global flooding will ensue, these floods will kill billions and destroy trillions of dollars worth of property. I personally figured the moon theft would be some form of habitat destruction or ecocide, as its essentially a part of the natural world, and destruction or removal of it would alter the way life on earth would continue, plus its on a worldwide scale.

Despicable me 1 (the movie where the clip is from) takes place way before 2017. When he Attacked Vector with those weapons takes place approximately in 2009 according to the wiki. If its not in 2009 then I can't be in 2010 or later as Despicable me 2 Takes place on that year.

I'm quite certain stealing the moon would count as 'attempted' genocide since the earth would probably suffer greatly had he not put it back. Although in the context of the movie, there was magically no appearant destruction or lack of safety, so Id say he should get an unofficial or official pardon.
