Yes, you do need a licence to prospect for gold. No matter if you are going to do some gold panning, or some full of gold detecting with a metal detector. You will need a licence.
In Western Australia, a gold prospecting licence is called a "Miner's Right"

Out of curiosity.. whats classed as actually prospecting? As in whats the rules of being outside with a pan and putting a handful of dirt in it and washing it around with water?
I'm no lawyer, but as far as I know, if the intent of the action is to extract gold from the soil being washed around in the pan, then it's deemed to be prospecting.
Your are supose to but in 10yrs I've never been asked for it so it's not policed
