Here is where the problem lie:
SOCIETY: Excuse me, your kid running around swearing, punching and smashing things up, do you mind stopping him and do parenting?
PARENTS: Parenting? What is that?
SOCIETY: Its a wonderful thing where you discipline your kids and teach them to be upstanding members of society before it's too late and they grow up to be dregs on society.
PARENTS: Oh no, we can't do that. Anyway, they have mental health issues, that's their problem.
SOCIETY: No, they don't have mental health issues, just lousy parents.
