@coolsax64 my understanding is that when the law enacted, the alternative to "a steady red light" was "no light". Steady burn red lights were the earliest and simplest form of forward-facing visible warning.
As of this video, the wigwag is incorrect; the left high beams are supposed to alternate with the right high beams when activated. The centerline steady-burn is correct for an update in which the CHP fleet got Federal Signal decklights: mirror-imaged SM2 blue/reds (blue outboard) and SM8 SignalMaster traffic advisors.
