Newark Ohio Fire Department Command view of house fire with evacuation order at 54 Chestnut Street

  • On February 20, 2020 at 2019 hours NFD units were dispatched to the area of 54 Chestnut Street for a report of a fire. While responding, Dispatch reported multiple calls coming in reporting a duplex on fire and it was unknown if the house was occupied. When the call came in, Battalion-1, Ladder-3 and Medic-3 were on an EMS call. Battalion-1 and Ladder-3 were able to clear from the EMS call and respond to the house fire.
    The following equipment was on the initial assignment for the house fire:
    Rescue-1 (engine/rescue) with a crew of 3 - First Due
    Medic-1 with a crew of 2 - Firefighter/paramedics in a transport unit
    Engine-2 with a crew of 3
    Medic-2 with a crew of 2 - Firefighter/paramedics in a transport unit
    Engine-52 with a crew of 2 - Heath Fire Department
    Ladder-201 with a crew of 4 - Granville Fire Department
    Upon receiving multiple calls the run was upgraded to a working fire requiring 2 additional engines to be added.
    Engine-201 with a crew of 4 - Granville Fire Department
    Engine-541 with a crew of 4 (or 5, I can’t remember)- Newark Twp. F.D.
    Battalion-1 and Ladder-3 cleared from the EMS run and was added to the fire.
    Ladder-3 with crew of 3
    Within a few minutes of arriving I requested 2 additional engines due to the cold temperature and volume of fire.
    Rescue-101 (engine/rescue) with a crew of 5 - Madison Twp. F.D.
    Engine-391 with a crew of 4 - Newton Twp. F.D.
    Additional units that responded
    Medic-3 with a crew of 2, after clearing from the EMS run they were previously on
    Medic-101 with a crew of 3 - Madison Twp. F.D.
    Rescue-51 (engine/rescue) with a crew of 4 - Heath F.D.
    Support 401 - West Licking F.D. rehab/canteen unit
    I-20 NFD Fire Marshal (Fire investigator and police officer)
    Prevention-2 (Fire Investigator and Fire Inspector)
    No civilians were inside the house and no firefighters were injured.
    As mentioned at the begin of the video, this is the 18th fire in Newark since January 1st. Needless to say our investigators have been very busy. Several of these fires have been determined to be a human act for various reasons or motives. Because these fires are under investigation I am limited about what details I can release, so as not to compromise any ongoing investigation. This fire is under investigation.     I suspect you get a lot of credit because you're the Chief, but I have to give those men a lot of credit also. Training is necessary, but it helps when they can have confidence in your leadership. When they go into a burning building they know from past experiemce that you "have their backs"!

      I agree, I don't see a lot of micro-managing, just gives them an assignment and let's them go. Other announcements are short and concise.

      I have a great team that I work with. None is more or less important. We just have different jobs. All of us train hard and give it 100% so I would say the entire team deserves equal credit.

      Richard Bedard Prior to getting all that credit, note that the IC assumes full responsibility for whatever happens on scene. That confidence has to go both ways.
      BTW, I’m a member of a small rural volunteer dept., and due to high turnover I’ve advanced fairly quickly into a command role. IC is one of the hardest jobs I’ve ever done, in the fire service or not. I only hope I’ll one day reach the level of calm professionalism Chief Decker displays in these videos (then again, he gets a LOT more practice at it than I do...).

    One of the best fire brigade i've ever seen. Heavy fire on the front and after a few minutes you guys already can go inside the building. Later fire pops up in the attic and 2 minutes later no fire is anywhere anymore. Lots of video's where a fire starts and 5 houses burn down but you guys always beat the fire in a few minutes.       @@commandvisionfire Waiting on the Red Cross can seem like infinity.. That's all we had in our area, but we always carried MRE's, Gator Aide and such... But that HOT coffee or Cocoa sure was wonderful at 0300 and 2 or 3 degrees lol All of us old smoke eaters have our stories, so I'll just save mine and enjoy your videos. One last note, I sure would have been honored to mutual aide with your Dept.

      Though not in the fire service but having many friends involved I can surely relate and appreciate that. It amazes me what you must endure. I can say that 1 night while working for a local towing company I was called an hour away to assist with removing a pickup from a rushing river. It was 1AM, 3 below zero with howling winds as we were fighting with a steep embankment and guardrail. I was never so grateful as when the local fire auxiliary provided me with a hot coffee. Not to mention their divers who handled the hookup and even recovered a lost chain for us. (I had already chocked it up for lost until the next summer lol).

      I'm starting to wonder......
      Is it better to hit a medium fire with tank water, run low, and back your engine crew out until you have an established supply, or
      Is it better to wait to make entry with a hose line until you have an established supply, and now your medium fire is a large/extra large fire?
      I realize that reported entrapment throws the question out the window.
      I've always operated where the next-in engine is right on your tailboard. But, there are jurisdictions in my region that will absolutely not make entry until a continuous water supply is established, an Incident Safety Officer is on the fireground, and the RIT team is standing in the front yard.
      IMHO, most of the time, Option A negates the need for Option B.

    It’s refreshing to actually see a department that has their shit together. I watch a lot of UA-cam fire videos and usually shake my head at some of these 3 stooges departments that let homes burn to the ground by lack of training, command, and common sense.

    I am not a firefighter but it is abundantly clear this department knows what they are doing. Clear concise command, everything is done deliberately without confusion. Very well trained crew. You definitely earn your pay. Well done.

    Wow. Just under 5 MINUTES from the start of the video (and just over 3 minutes from arrival on scene) and this went from fully engulfed on the Alpha side with extension to Bravo, to virtually no visible flames and white smoke. I have seen so many other videos where 5 minutes from arrival there still trying to get water on the flames. Top that off with aggressive interior attack, and ordering evacuation as soon as the interior conditions changed, and you have an outstanding example of a great department in action! Well done Chief Decker and all of your great crews!

    I love watching these videos. I love the way you communicate with others. A couple days ago we had a mayday come through the radio when the ceiling came down and trapped 1 and injured 2 others. I don’t think I understood how hard it is to communicate in utter chaos until we were in that situation. Keep it up chief!

    This was an horrendous fire and it was a difficult one to knock down. What stuck me was the heavy fire load upon arrival and i wonder why the inside attack was initiated. Was this because it wasn't clear if there were victims inside? Your men are very brave and it was a good call to pull them out the moment they reported the floor started to fail.

      Correct. We were unclear if the building was occupied or not. So an interior attack and search was initiated.

    Amateur inactive ff observation here; first 360 was done & calls for additional apparatus constant radio coms between sectors, secondly knowing when to pull out sound horns, thirdly when to shut down deck guns = Great ff training for anyone who is looking into joining the ff team well done Chief Decker again when there is no eta on power and Gas cover your ....my old chief would say

    Great attack by your assigned crews. As soon as I saw fire venting on D from the attic and the venting under the eves, I knew you would clear the building. Correct and safe call. Thanks again Chief Decker.

    When he first pulls up to the fire, am I the only one that was thinking check that pet crate to make sure it’s empty? I’d rather my house burn down, just save my pets.

      The first priority for the first arriving engine/unit is to get lines set up and an attack and/or search. Being that the pet crate was out from danger, it is reasonable to assume that if there was an animal inside, that it would be fine. If even a probationary firefighter was to check on that crate, it would waste time, especially when considering fire doubles in strength every 30 seconds if its not being dealt with, and its very likely even checking the crate would take 30 seconds to get from the engine, to the crate, and back to the engine. To top it all off, if the crate is outside it isn't all too likely an animal is inside it. I agree with you, buildings and belongings can be replaced, pets and people cannot. I just wanted to point out some facts (as far as I know they are facts, although if I am wrong please correct me.) to help you understand why they may not have checked the crate. Take care :)

      Ultra Brick Studios I totally understand the facts u pointed out. I was just saying it kind of made me sad that he didn’t take a second to look in crate. I’m sure most often then not there wouldn’t be a pet in it. I guess my heart was sad watching and no one taking a look. I’m a dachshund mom of 6 whom are just as love as my human kids so I get a little emotional when pets could possibly be involved. Hell I cry if a squirrel runs out in the road and I hit him because he stopped running. Wasn’t putting anyone down about the job they did.

    This is my second time watching this video.
    Chief you in your description you mentioned your department had been incredibly busy of late. You also stated that a lot of those fires, including this one, were under investigation. That to me means an arsonist could have set the fires. I hope not.
    Chief I lost my mom to complications of 3rd and 4th degree burns.
    I never want to see anyone go thru the pain my mom did.
    If an arsonist set these fires, I hope he has been caught by now. If he isn't caught yet I hope he is soon behind bars, before he kills someone.

    I must say I am impressed with what you and the crews were able to do. My hat is off to all of you. Years ago I went thru shipboard firefighting in the Navy and in the 70s Aircraft fire fighting again with the Navy. Back when you still fought Jet fuel with water and halon. Yes, it can be done with water using the proper technique. 10 years later we learned Aircraft fire fighting with foam. Much better and safer. I think I would rather deal with aircraft than what you have. Now that I am old, I'll just watch. Thank you for what you do.

    At 28:20 you see the Best Practice in action. The fifteen -minute timer is timing a Personnel Accountability Report which is basically saying, “Is everyone OK?” and each truck captain reports that they have Accounted for all of their firefighters. Chief Decker does not want any of his firefighters to go unaccounted for longer than 15 minutes, inside that fire damaged house.

    Stay safe man. Seems there’s an awful lot of fires in Newark. My old apartment building just burned up yesterday morning. It was ruschel studio in Washington pa. It was bad. Nobody was seriously injured. I currently live one block away from my old apartment and the smoke and smell got into my apartment and I had to leave 🤢 be safe

    Chief, was that 3rd line a 2.5"?It looked like it was? What nozzle packages do you use on your 1.75" lines? Do you flow check them? Curious of GPM on those nozzles on solid stream. When Division 2 asked for pressure increase, it was obvious his hoseline was losing the fight. Excellent job of reporting what you were seeing on the outside to the interior crews. I think they thought they were gaining ground, but you could see that they weren't. Great work!

      All of the lines deployed here were 1.75" lines with a TFT 200 GPM automatic nozzle. Yes, we have flow tested them in the normal and low pressure setting, for GPM and stream reach. Thanks.

    I really am a fan of these types of videos where you park and just let the camera roll on the entire scene with no artsy fartsy zooming in and out over and over and over. Thank You. In this vid I was getting a little ansy when the entire attic became involved. I was calling for you to evacuate about 4 mins before the call came over about the spongy floor. It got bad really fast up there. And the only real lack of communication about a hazard on the fire ground was at 28:09 when the firefighter stepped in what looks to be a nearly knee deep hole by the dog carrier and didn't appear to relay that info to anyone else. Great video once again. 👍👍

    Chief that was a tough fire from the first call. T arrive with that heavy of fire in that large of an area makes me very suspicious of its cause. Good call on going defensive once your crews reported spongy floors, their are both scary to be on and fore telling of pending structural failure. You have some hard charging firefighters working for you.

    As a retired career firefighter of 22 years (retired 2007) I enjoy you sharing your fire videos. I like how you conduct you fire ground command. Safe, Simple, yet Very Effective, each crew/company knows their responsibilities/assignments. Just goes to show what good training and good scene management can do coupled with compentient fire control personnel! Stay safe brothers and sisters!

    What does "getting spongy" mean? Also, watching the men inside with their flashlights just before the evac order had me trembling. Fire raging above them, debris raining down, and they couldn't see it from where they were. I was so relieved when they were told to get out.

      Spongy means the floor is getting soft or bouncy, which indicates the floor is getting weak. Usually from fire damage.

    Amazing how at 8-10 min in it looked like the fire was about out then boom it just started coming out all over the place on the second floor and attic. Thanks for sharing, 18 fires in 7 weeks wow. Charles

    As always an excellent job by all hands.
    Since this and other structure fires are being investigated , As there are Arsonist ( s ) involved , I would totally understand , albeit As painful As it would be , to temporarily stop your channels FIRE Ground Videos.
    We Never see the EMS side of Newark FIRE , nor tours of stations , in depth coverage of apparatus , interviews of FF’s , FF EMT-P’s etcetera.
    In closing I remain so very impressed with the FIRE Ground leadership. Fire / EMS leadership is NOT defined by the color of your helmet , but rather the color of your heart. The Officer calling out “ Spongy floors “ is a testament to the experience and leadership of his entire crew. He was confident that that a Senior would Not micro manage nor Monday morning quarterback his call out. Knowing the enormity of his transmission vis a vis going into Defensive , surround and drown Attack. Every FF worth his / her salt wants to get inside in an offensive mode and kill the beast. Experience , moral courage , faith in the chain of Command , leads to Good out comes. The opposite occurs and sadly big Parades , Black Badge ribbons and a tormented family ( within the Department AND his / her home are the inevitable out come.

    Chief Decker-- I've been retired for 27 years and as a former LEO/Volunteer Firefighter I thought I was over the rush seeing a well executed attack or a felony stop. Found your videos yesterday and have been binge watching . You have ruined my nice contemplative retirement . My mind says I'm 25 again but my body looks and feels 85. Enjoy the holidays and be safe. I'll be watching.

      @@robertyoung3992 you hear him talking to a division doing a search second story, and he says they're bringing an attack line to them. I'd imagine it was originally gonna be an interior attack. But I wasn't there

    I know you didn't plan it that way Chief, but this is some of the best fire attack footage I've seen. You've got some very brave people who keep cool heads and get the job done. My stomach was in knots when the attic became involved. I saw a pet caddie out front, did they lose a dog to the fire?

    Many Koodos shouted-out to the two-man crew on the first handline, right side front of the building, they made a great firefighting attack both on the exterior front porch, followed up with a no pause, straight forward interior attack of the first floor. It was visibly evident that those two firefighters did their job extremely well. Unfortunately, the same cannot be said for the second handline two-man crew on the left side of the front of the building who seemed very hesitant to even go onto the front porch of the building, remaining at or near the pedestrian walkway out front. In fact the nozzleman shutoff his line around the 5:00 mark, after having only played water for less than a minute on the fire's flames exiting the front of the building. A minute later, more fire can be seen once again exiting the building's front area where the second handline had been shutoff. There was excellent communication by the on-scene command and the incoming units, as well as with the units already on the scene involved in fighting the fire. I did feel that command issued and all-out order to quickly, inasmuch as the interior firefighting seemed to be making good headway at the time that command issued the order, but there again, I was not on the scene and therefore not privy to all the reasons involved in issuing the order.

    when you arrive on the scene of a fire like this, there is nothing you can do. you did everything you could, but it looked as if this one could not have been saved.
    in any event, the only loss was property.
    your call to evacuate certainly was correct, and i’m sure your crew appreciate your concern for their safety.
    how cold was it that night? at least the water wasn’t freezing on contact.
    as i’ve told you before, keep up the good work and videos coming!

      Updating with foam insulation helps to slow it, and if they get gutted for rehab you can put in fire blocking.

    In about 23 minutes you have a old all wood building heavy fire first floor in the walls to the attic and then you have white smoke. You and your crew are good

    Good call getting your crew out, that home was probably 70-100 years old, remodeled, plenty of places for fire to hide just waiting for a rush of fresh air.

    I really enjoy Chief Decker's videos. It's just like a military operation, gather your forces, stage the attack, adapt to changing situations and get the job done. And, seeing and hearing the whole picture from the command perspective makes it even more understandable. (Helpful to a novice like me)

    Insurance fraud is most common arson. Expect a lot during Covid. Protection from eviction means landlords may not see any rent for 6 more months - and probably never recover 10 months back-rent from our 2020 lockdown months. Landlord's building in fire however - means one can evict, rebuild, and rent to somebody who can pay.
    This new financial incentive to do evil - is brought to you by the government's insufficient response to disaster.
    Sadly, our first responders suffer these consequences the most.

    People's heaters and furnaces are going crazy one week it's 50s and 60s next week in the teens and freaking snowy and windy. That's probably what's doing it.

    Another great response to a residential structure fire. Lots of Hussle, getting water inside the house quickly, pulling the firefighters out when the floor become spongy, then hitting the outside with major water to bring it under control without loss of life or injuries.

    My grandfather was a firefighter. Though he was retired by the time I was born (I'm the very baby of the family), I was always in awe of his bravery. He will always be my hero, and I miss him dearly. Not only a firefighter, but a WW2 vet who was there on D-Day. Thank you for all you do Cheif Decker, and hope you and your team stay safe!
