I suppose you could cut from the metal shaft going into the putter head the taper should be maxed at that point. I wouldn't suggest it, but it's doable.

Great question. In this case it was 32 grams... exactly 1/10th the weight of the putter head. So depending on your particular putter head weight that's what I would suggest. Of course you can always go heavier/ lighter based on what feels good for you.
