The best answer for that is in: DODI 4515.13 www.esd.whs.mil/Portals/54/Documents/DD/issuances/dodi/451513p.PDF?ver=RVGU8Hxnqz8_k68cCMXohg%3d%3d In the section on the identification required they say: "A U.S. USID dependent identification and privilege card for any dependents accompanying the member." The regulation is not specific about your situation, but it appears that if you are registered in DEERS and have a dependent ID, you qualify. Additionally, when the regulation mentions passports, they never say "US-passport". I'd recommend that you talk to a Passenger Terminal person just to be sure.
Whiteman is in a weird location on the website (www.amc.af.mil/AMC-Travel-Site/AMC-Space-Available-Travel-Page/) it is under the list of "Non-AMC CONUS Terminals" This is their specific page: www.whiteman.af.mil/ But it doesn't look like they have Space A info set up yet.
Can a non resident married to Active Duty also utilize space A?
