    One strange thing I keep seeing is "The Defense Authorization Act of Fiscal Year 1998 (Public Law 105-85) of November 18, 1997, contains a provision (section 1102 of Title XI) which accords Veterans' preference to everyone who served on active duty during the period beginning August 2, 1990, and ending January 2, 1992, provided, of course, the veteran is otherwise eligible. This means that anyone who served on active duty during the Gulf War, regardless or where of for how long, is entitled to preference if otherwise eligible (i.e., have been separated under honorable conditions and served continuously for a minimum of 24 months or the full period for which called or ordered to active duty). This applies not only to candidates seeking employment, but to Federal employees who may be affected by reduction in force, as well." Does this mean that a First Gulf War veteran receiving retirement pay would still have preference for RIF? It's a bit confusing...

    I served 25 and a half years active duty in two different branches of the military-both enlisted/NCO and officer. Last year I received $55K in retirement pay….(and I receive 100% VA disability on top of that). I no longer work (although I sell stuff on eBay more as a hobby than anything else)…wife is GS-15 in the DC area, so we live comfortably…still have bills like everyone else with the high cost of living here in the DC metro area.

    I'm a 30-year veteran of the USAF and USMC. While serving in the Marine Corps as an Administration Chief until my retirement. The DD 217 (Wallet) form. I was issued DD Form 256 AF, and DD Form 256 MC upon my retirement of 30 years and 1 month. The DD 256 Form is a ceremonial document, both are hanging on the wall of my study.

    My biggest thing that deterred me from being an NCO in the USAF was becoming a desk jockey permanently, hence our moniker “the chair force” I really wanted my career field “2T1X1”, but six years was enough for me. Looking back on it, I should have went ANG or reserves. But it is what it is, I’m glad I still went active duty. It was a great experience I will never regret.

    I knew a captain whose senior rater (a major general) actually wrote, unjustly, "This officer should never be promoted." That captain told me himself after he turned in his resignation papers. That comment certainly did matter. That was a harsh general, though, who did the same thing to a couple of other officers and had the colonels shaking in their boots. His downfall, however, was that particular captain was an Academy grad, and our 4-star tracked Academy grads. He invited that captain to tell him the full story.

    I wore the "pinks and greens" in 1960 in ROTC. They were for officers only. Enlisted wore the Ike Jacket and wool trousers. When I went to Active duty I wore the ASU (it was all Green - remember) the shade was AG44. It was better looking and served a forward thinking purpose. Going back to the old "pinks and greens" is going back to the "Glory Days" of WWII when America was like and before we became DEI and politically correct. This shows Army mentality. They are not leaders anymore they are political "kissers". General MacArthur warned about this in 1962 when addressing the cadets at West Point in his Duty, Honor< Country speech. It isn't taught at West Point anymore. It should be. The Army changes uniforms design more often than General change their shorts.

    I think each of us carry parts of our military career, both good and bad. 1. It has been 18 years since my last deployment and I am finally living..as a person. 2. I don't carry my rank, however, I have never worked so hard at anything and was able to retire a Lt. Col. 3. My 24 years of military service is not my life, but it did shape the man who I am... Integrity, Compassion, and someone for my children and grandchildren to feel pride and honor for supporting me. I don't wear hats, no stickers on my vehicle, no shadow box or relics in my home. I learned a lot about my country both good and bad. I have learned to live my life now, in the moment, finally being present, being a better husband and knowing I did the best I could. I am blessed with where I am, not sure if I would do it again.

    Those Army regs are very, very similar to the USAF regs the last time I read them. Except the “when” is a bit vaguer for the Air Force. It simply said, “When your military affiliation plays a major role in your being invited to the event” or words to that effect (it’s been over 27 years since I read them) I also always thought the uniform in question was the Class As but I suppose Mess Dress would be more appropriate for a Dining Out or Dining In. Regarding the beard, I’ve seen retirees with beards in uniform but to the best of my memory when I retired the regs said the same grooming standards applied as for active duty. That said, I also see a lot of active duty sporting beards these days?

    LOL, Call me sentimental.... I have a single set of each different uniform type I wore throughout my career. I have a pickle suit from the late seventies with PFC rank. A BDU (with the Elvis collars) with my Lieutenant rank. Another BDU (with a more normal collar) with Captain's rank, (Hello to Korea, Haiti, Balkans, Thailand and West Germany). A set of DCU I wore in in 2004, 2006 with Major's rank (Hello Iraq) A set of Multicam from 2009 with Silver Oak Leaves (Afghanistan) Just one set of each type. But, I do have the extra closet space ... So its not much of a problem.

    Yes, I really hate that the VA thinks we'll all pick Post 9/11 over MGIB. MGIB is far superior if you are taking online college. The one thing I haven't been able to figure out and I've called the VA education hotline 3 times now with no luck (none of them can answer) is this: If the Rudisill decision removed the previous revocation you were required to do (choose between Post 9/11 and MGIB)...then shouldn't we be able to get 48 months of MGIB OR 48 months of Post 9/11 or a mixture of the two depending on which one is a better benefit for the type of schooling we are going to?

    Chuck - This is good information. New York has 5 Veteran's Homes. The one in Oxford, NY (rural, between Binghamton and Utica) is truly outstanding - it has a 5 star rating. After active duty I spent 31 years in the Guard/reserve like many. Two friends are residents there now - both have issues due to service in Nam. When I have visited it is as nice as any facility like that I have ever been in - it compares to a very expensive private facility a relative of mine was once in. I can't say enough good things about it. As another buddy says - 'this is the only nursing home I've ever been in that does not smell'. Another friend (also retired Army) is on the board there as he lives near. (yeah - it helps to be alumni of the battalion in Binghamton which is near) I have learned a lot about how hard they work at everything. People need to do their research as you stress - but be sure to look into the possibility. And in NY facilities a spouse can reside there as well - but I'm not sure of all the caveats.

    My children and I were driving past our local veterans home and my daughter asked "was that where I wanted to go when I got old"? "Yes" I said. She said it looked like a better option. They had planned to drop me off at a "Rest Area" because "Rest Homes" were expensive. She took after her Mother's side.

    Page 44: Important to know: If you are retired from active duty at O-4 or higher (and receiving a military pension) there are special rules. Bottom line: Unless you were medically retired from service for injuries/wounds suffered as a result of operations in which you were awarded a campaign medal (such as Iraq or Afghanistan), you do not have veteran's preference. Reason? The O-4 or higher retired officer is already receiving a generous pension with medical benefits. The U.S. people are making good on our obligation of a lifetime pension, and don't owe them a guaranteed second job to double dip with a military pension and a Federal job on top.

    Is the expiration date for the new 12 months when you use it? I still have like 28 months remaining on PGIB because I used VR&E to finish my BA.

      For PGIB, if you served after 1JAN2013, there is no expiration date. MGIB has an expiration date but under Rudisill it seems like there is a way to recalculate it.

    When my dad (an Army 05 at the time) was up for consideration for 06, he almost didn’t get promoted because he’d worked for a USMC Col who thought every officer was average, even the outstanding ones. It took a long discussion with him to get him to write a letter explaining his “unique” approach to writing OER’s…😂

      That's a classic example of how the shift from "average is good" to "average means no promotion" can screw people up. Raters from different communities can be less in tune with the implications of their behavior. When rating O5's, we often openly had the discussion "Do you want this person to be an O6?"

    I wear my M65 woodland camo field jacket with my name patch, U.S. Army Patch, and my last unit patch. Technically you're not supposed to have any of that on your jacket after you ETS but nobody is going to stop me. They can't put me in AR-670-1 jail, or arrest me by the jacket police. Most soldiers on guard duty on base aren't going to mess with you about it. I think if you're going to wear something for a military function, it needs to adhere to the same rules, with exception to facial hair, piercings or hair style. I think former soldiers should attend events in a blazer or their OG dress coat with their ribbons, medals, etc to regs, just to represent themselves, ad remind people that you "Played the Game." One of the interesting things I discovered about pimping your awards, and accolades, is that there really isn't a lot of uniform rules to how someone should sport the butter, or what sort of blazer or sport jacket, or tuxedo top is recommended. I don't think anyone has ever taken the time to consider this sort of thing. (So my ribbons are displayed in a cardboard box with whatever I never unpacked from household shipping). I'd like to wear a rack of miniature ribbons on a blazer, but then I have so many that someone is going to be harassing me about stolen valor. I'd also like to wear my unit affiliation pin with my ribbons, but then I also would probably need to sport the 1rst AD unit pin with it... and If I'm going that far, I might as well break out some 1-1 officer sized hat pin cross sabers, maybe my walking man pin, and my numbered Hero of Hohenfels medal...All these decisions have been the only thing holding me back from leveling up my GQ style. There needs to be bureaucrat somewhere that proposes some civilian regs to keep us all iin check, when sporting the best, because there are a lot of us that would like to.

      The slickest technique I saw a Vet do was wear a handkerchief that had the design of their highest award. So it was right there for anyone who know what they were looking at, but he also looked just like a regular dude.

    I had saved every issued( less trade ins) fatigue uniform and flightsuit from my 32 year (80-12)Air Force career. Last summer i took all of them to a local quilter who took them and made a spectacular quilt. Even my wife is willing to admit that it is a special keepsake , worthy of display in “ HER” house.

    Excellent, accurate wisdom and perspective. My professional opinion (supplemented by facts): getting promoted to O-5 = success. Anything beyond that is gravy, and/or even more a$$-pain - usually both. So should lightening strike, and you’re selected for O-6 command, what are your odds for GOFO promo.? Single digits, perhaps to the right of the decimal point. Perhaps (just perhaps) this is why so many (nearing a majority) officers fortunate enough to be selected for O-6 promo. are declining O-6 command. Many of us joke about supplemental “leadership pay.” I can envision a point where this notion deserves thoughtful consideration. Otherwise, if current trends continue, or even increase, we’ll continue to lose a significant percentage of the most high-performing officers to private sector “C-suite” positions where they will have the potential to receive “leadership pay” in the form of an annual performance bonus. Just sayin’.

      You are 100% correct. That discussion about "leadership pay" gets knocked around pretty regularly. My suspicion is that to really implement it properly, there would have to be a system where a specific position didn't become eligible for "leadership pay" until the primary selectee turned the job down. Some how you have to identify the jobs that really are unattractive to folks or you'll end up paying extra money for roles that people want to take.

    I served under both OER systems, before and after rater profiles were required. As a AC/RC brigade commander I had two profiles to maintain and being on the other end of the stick of being rated or rating always caused me the most pause. BTW Chuck I'd love to have a beer with you someday and tell you about how I was not selected for SSC and the next month selected for brigade command, it's a doozie!

    Commenting around the 1min mark : First, asking what I need to do /etc is a waste of time. The E-7 and above has already select who the leading E-6 is. About 95% of the time this will not change unless there is a firing from position. The LPO selection is never discussed, because if the real reasons were given it would probably break all the EO regulations /etc. Second, in order to advance to E-7 the write is the most important part. Plenty of people who have gotten a low score have advanced due to their write up. Each year the Chief's mess sends out two official messages. They both basically break down what the SEL community is looking for called the precepts and convening order. They typically go back through 5 years of evaluations. Your performance mark avage is taken into account, but more importantly is the write up. You could be the most experienced sailor in your field, but if the official message said they want First Class association involvement. That person will get promoted first. This was what the mess was looking for the last two cycles. I verbally challenged that this was technically an eo violation as they should have worded it in a way that VFW Legion /etc involvement should have been acceptable. Anywho... I hope this helps someone.

      You make an important point that I'll summarize as "At the top third of the rank pyramid, there are unspoken things you have to know to do." As someone once said, you have to know "how the game is scored". And as you point out, if that scoring system were made too obvious, it would disrupt normal business.

      @the_bureaucrat yup; well said. I didn't know this until maybe 15 years in. I try to make it a point now to tell every first cpass navy sailor this, and show them how and where to find it. The whole do unto others thing. I also should be telling people morw about your channel. IMHO You have some of the best information being put out that benefits all branches of service.     There was an ORSA guy around 2011 who wrote a masters paper on how many top blocks (ACOM/MQ) where needed to get promoted to each rank based on the DOPMA targets and the published distribution of ACOM/MQ issued per year by grade. It was pretty fascinating. IIRC, when the paper came out the "average" selectee to O6 had 70% ACOM/MQ and the bottom ten percent of selectees had between 55-60%. (Just under 40% of all LTC OERs were ACOM/MQ at the time of the study.) Not so much a caveat, but an observation; LTC top block distribution can be kind somewhat wonky as a large number of self select out of competing for O6 or were not competitive/selected for KD positions. This results in a significant population of officers generating COM/MQ reports for their senior raters.

    Just an observation. In an active/reserve environment, the senior rater profile is separate for each. In other words, the senior rater picks for active component soldiers is different than their one for reserve components.

      @@airborneranger-ret Legally that is 11 SEP 2001 to a date to be determined. I don't remember when the separate reserve and active profiles went away. 2005 or so IIRC

      I think @airborneranger-ret makes a good point for future folks. It doesn't matter what the dates were in the past...future Soldiers have to stay tuned to whether or not the AC/RC profiles are being pooled TODAY. Changes to that policy can have effects on distributions at the board where AC and RC folks are not compared against one another.

      That's awesome. I've heard good things about Costa Rica as a "Phase 1" of retirement, but I've also heard that as folks get into their 70's that they have to move back to the states.

    Got medically retired from the Marines after 11 years with a 100% P&T rating, got 7 years of civil service so far and last year the Navy gave me the 3rd highest medal they can award a civilian employee. Hopefully that means I'm spared.
