I think that it is to provide a perfectly flat surface under the sandpaper. That results in a perfectly flat (or as close as possible to it) flat sanded surface.

i restored an old knife too , but after that i sand it i had some problem with rust on the blade , what can i use to prevent this problem?

The glass is a very flat surface, so it allows the blade to be sanded flat

I found a rusty yellow pocket knifeI soaked in evaporust the rust dissapeared ,the knife turned out to be a Montgomery Ward made knife!

Why put glass under the sandpaper?

You basically fabricated the whole tool from scratch.

Sorry, this one left a lot to be desired. End product isn't very sharp. Knife blade was pitted and in general the handle looked poorly reconstructed.
Not all pitting can be removed without lowering the durability of the blade.
