I remember when they introduced similar legislation on VOCs in paint in Europe (back when the UK was in the EU), so oil-based white gloss paint was "reformulated"... The new formula relied on sun-bleaching to keep white... sun-bleaching... indoors... yup, in the UK... Otherwise it went yellow. They didn't think to warn anyone of this, of course. Thousands of painter&decorators had to redo work at their own cost. Millions of DIY home-owners wondered why the mouldings on one side of each room were yellow a year after painting them. The paint manufacturers basically said "lol you should have kept all your interior woodwork in the sun. LMAO" So, these days it's better to use water-based white gloss and accept the shitty finish that will at least stay white.
I'm willing to bet something similar is behind automotive paints in the US failing left and right. For example in 2015 my wife at the time and I bought matching white Hyundais; mine was made in Korea and hers came from Alabama. Mine, today in 2023, has perfectly flawless paint. Hers on the other hand probably has more passivated metal showing than paint. It looks like a tabby cat! No rust or anything, the paint just doesn't stick worth a damn anymore.
ive personally preferred latex based for interior, the smell is not as bad as oil and goes away sooner, plus it is quite easy to clean but oil paint was the best for rust painting

I fear the Brake Cleaner reduction in VOCs may have been down to the actions of one Mr. Rainman Ray of Florida😉. Depending on what they are defining as VOCs, you may find your acetone-based libation already complies - according to the SDS for Wynns USA "low VOC brake cleaner" the recipe includes 60-100% acetone and 5-10% petroleum distillates. Here in the UK, brake cleaner runs from about 35%-50% VOCs (from a quick check of a few different cans in the workshop) and works very well. Until maybe 10 years ago it was halogenated, TBH it's much more pleasant to use since they removed the halogenated organics.
You're right about acetone. My friend works in paint and was complaining about the VOC rules fucking everything up. Curiously, acetone is not considered a "VOC" when it comes to paint, so everything is mostly acetone.
Same in part of the EU with weed killer. Glyphosat is bad, so now they are selling you diluted vinegar, at a price more expensive than Bordeaux wine...
Yeah, I used to have a bottle of old paint stripper. Used it for stripping the woodwork on a stairway in my parents house. Later learned that bottle was likely the last good bottle of paint stripper I'd ever use. Videos of people using modern paint stripper are comical in comparison, the old stuff would have the paint nearly jumping off the surface, modern "safe" stuff requires a tonne of manual scraping/sanding to get most of it off.
They banned methylene chloride from paint stripper in the US and nothing the manufacturers have come up with comes close. Its an exercise in futility to try to strip the paint off a car with any of the new stuff. All because something like 60 people suffocated themselves from using the stuff in enclosed rooms over the last 40 years. If those numbers justify banning the stuff then they should have banned stuff like alcohol, cars, cigarettes, fast food, playground equipment, air travel, medical procedures...

Acetone is good but not great for everything. It's extremely common in aviation, it just doesn't eat as well as chlorinared brake clean when you have a super fucked up job to clean :(
I use the green can of CRC brake clean that is alcohol based. MUCH better stuff and doesnt eat rubber/plastic. The only thing I choose acetone based cleaner over the alcohol based stuff is removing paint marker. We write engine hours on the vehicles and sometimes need to erase the old marks.
I remember back in the nineties I was an aircraft engineer in the Royal Navy. The powers that be were getting all jumpy about COSHH and dangerous shit, so they clamped down of the efficacy of certain degreasers and such to the point where you couldn't even get all the oil off an engine or gearbox mag plug when you were trying to do a wipe on the self adhesive sheet. Then you had so much oil on the sheet that the cover wouldn't stick back down on the wipe sheet. I always wondered how many wipe sheets were incorrectly assessed due to this shitshow? Could have cost multiple millions in the long run, especially if they missed a real important chunk that ended up junking and engine or gearbox! Could have caused a failure/crash too.
As a former Auto mechanic I understand. Our repair shop had to switch to a environmentally friendly parts washing solution. It was garbage. Did a lousy job of cleaning.

LMAO"
So, these days it's better to use water-based white gloss and accept the shitty finish that will at least stay white.
No rust or anything, the paint just doesn't stick worth a damn anymore.
ive personally preferred latex based for interior, the smell is not as bad as oil and goes away sooner, plus it is quite easy to clean
but oil paint was the best for rust painting

To heck with your experiment, man, I'm resubbing.
I swear, Mr. CBSA Agent, all them cans in my u-haul are pre-ban and strictly for personal use.
They stopped paint stripper from working in the UK but it didn't stop Nitromorse from selling stuff that no longer worked.🙄
Won't be the first time a politician has held a divisive opinion on a no-good stripper.
