Even if Kyle McCord's appeal for a 5th year of eligibility is rejected by the NCAA, if he really wants another year, it seems like all he needs to do is file a lawsuit against said NCAA. The NCAA's record in court has not been so good lately when it comes to things like this. I hope they do the right thing and avoid an unnecessary waste of time in court.

Thanks for an incredible year young man but now is your turn to move on to a higher level and better receivers for your excellent passes, not to mention more money and fame. Hate to see you go but I'm happy for you. Don't come back to college when you've earned the privledge to go pro.
HA! ("Will neither confirm, nor deny!") McCord must watch a lot of i-spy & James Bond flicks! But, seriously, he must be, at least, considering, coming back to SU, for another yr (assuming, he's granted another yr of eligibility). Otherwise, Why would the University be looking into it? Curious, what are the rules, regarding players working out, and/or trying out for pro teams, independent of the draft? Undrafted rookie free agents often do better than their higher drafted counterparts, if, for no other reason, they can pick & choose the most likely scenario, for them to thrive in, be that a scheme, and coaching staff, that best suits their playing style, not to mention, a roster, where they stand the best chance to earn a back up, or starting role (which, even for potential star qb prospects, usually doesn't happen right away, anyway). Even though McCord will likely be drafted, whenever, he declares, he'll develop, more, if he gets the opportunity to play another season, at the collegiate level, which would not only raise his draft stock (and signing bonus), but more importantly, substantially increase his skill set, experience, and the likelihood that he'll be given an opportunity, eventually, to earn a starting job, at the next level.
