Nice, clear clip, Peter. I just received one from Amazon that's so similar, I suspect that they're being sold under a number of different names. BTW, the little "bar" that you mentioned is there to both stabilize the unit while cutting, and (mostly) to help lift pop can tabs. Thanks for posting this little video.
I've had a couple of that style. The problem is that after a while gunk gets into the little wheel and seizes up, not turning. Almost impossible to free up. Then it's useless.
The gunk is almost certainly mostly organic and as such is soluble. A couple of drops of paint stripper or liquid wart remover will usually do the job. It’s tiny pieces of labels mixed with a little of the can contents that causes it.
