What was the point of this talk? Of course other countries have higher rates of language instruction in school. English is the lingua franca and very useful to know as a second language. There is little point in Americans learning a second language because they are never going to use it. Also, a lot of young people in the United States today are raised bilingual, so they don't really need to learn a second language in school. That is probably why language instruction is so low in states like Arizona and New Mexico. It is simply not needed because the majority of children in those states already speak Spanish.
