It was not the Valar that sent Gandalf back it was Eru Iluvatar himself. Mandos could reimbody in the hall of Mandos but was not able to send a spirit back to it's original body
When men die, they leave Arda and are, presumably, judged directly by Eru Ilúvatar. Tolkien keeps the details sketchy. The important thing is that this is not true of elves or dwarves -- OR OF MAIAR. Except for Gandalf. It didn't happen with Sauron or Saruman, nor with any of the other Maiar. Gandalf seems to have partaken of the Gift of Men.

Gandalf had many names. Olorin was his Maia name in Valinor. Mithrandir was an early name in Middle Earth. Saruman's Maia name was Curumo or Curunir. He was a Maia to Aule, just like Mairon, who ended up being Sauron.
