Theory: In the Pokemon Database, it says that _wild_ Pikachu is actually slower than a wild Raichu. So that means, Pikachu is a partner version. (Partner Pikachu is faster than Raichu) This makes sense, since Pikachu is from Prof. Oak. But like in the video, Pikachu used to be a wild Pikachu. Conclusion: 1. Any Pokemon that Prof. Oak catches turn into a partner version. 2. All wild Pikachu are just basically a partner version. Opinion: I think option 1 makes more sense.
To be honest I would like to see Ash's Pikachu evolve into Raichu at last because Raichu is my favourite more than Pikachu but the Japanese writer would not allow this to happen because to them Pikachu is the favourite and popluar of all Pokemon in Japan and the World.
There was also a diamond and pearl episode where team rocket bought an evolution machine, they tried it on Pikachu, but they had to wait 10 days or something after building it to use it lol 😂
The DP anime had an interesting habit of having episodes with similar vibes to gen 1 eps like with Jessie having her own Byebye Butterfree episode with her Dustox. But the one with Sho is my favorite example as it felt like an evolution of the OG Episode. The idea of Pikachu going up against a Raichu with non of the downsides of LT. Surge but all the positives including getting Hyper Beam as a potential move, is genius. And I love the ways it plays tribute to that ep by having Ash keep the Thunder Stone from back then and wanting Pikachu to evolve if he wished it. Equally, I love the solution since it's very in line with DP Ash and Pikachu by using moves in combination or simply evasive maneuvers to try and beat Raichu. It's something that season did and made it really cool especially with how it felt so realistic for this kinda universe and showing strategies other than just hit it harder. And the way they also showed how brutal Pikachu's beatdown was, honestly still makes me cringe from how painful it was. Both the holding against the rock and hyper beam to the face combo, and then the way they spiked the drama of Pikachu's injuries. It's all really well done.
If Ash tried to earn a badge in the same way outside, he would realize he can't because he didn't earn it fairly. Breaking the rules would always remind him that Pikachu wasn’t even his to begin with. Ash knows Pikachu doesn't follow the basic rule of staying in a Pokéball, and he might feel Pikachu isn't truly his because it doesn’t obey him like other Pokémon. The fact that Pikachu struggles against moves like Hyper Beam suggests it’s weaker than it should be, maybe because it hasn’t evolved. Pikachu could have evolved into Raichu, which might handle powerful moves like Hyper Beam better. It still acts like a low-level Pokémon (maybe between level 5-12), and Pikachu knows it's weaker. Moves like Thunderbolt have more PP (uses) than Hyper Beam, but Hyper Beam does much more damage, proving Pikachu might not be as strong as it should be. Charizard, on the other hand, became strong by evolving, despite being abandoned by its previous trainer. It’s clear Pikachu never wanted to evolve because it might fear becoming too strong, which is what Team Rocket wanted. Overall, Pikachu is probably the weakest member of Ash's team. Ash respected his other Pokémon’s choice to evolve, but Pikachu stands out as an exception. The only Pokémon that truly earned Ash’s respect were the ones who evolved and grew stronger through training. Pikachu training will never hold up if he at max level as he can't even evolve without help when that point means he lost most of his moves if they not able to be learned

Well now we know that Ash's Pikachu can't evolve as soon as it was able to Gigantamax, if you want proof you can try to use a thunder stone on a Pikachu with the Gigantamax potential, it won't work
