Connecting a USB device is not possible on Hyper-V. You can only load ISO files as DVD. The boot loader failed message tells that the Windows 10 image is not properly created. You can try creating the image again.

How lightweight is that virtual install and can you get a key to use longer? I'm using Enterprise LTSC but it still uses 12g. I'm looking for a close option of Windows Sandbox but to reuse or restore snapshot if test goes wrong.

sandbox and hyper-v are completely seperate
Tried it and the free VMWare Player is a darn sight easier to set up and is easier to set in bridge mode.
