I think I understand now. Land 3’s colors here are just lazy. Wario’s gloves and shoes are yellow because it’s less work. There are a lot of designs that have individual pieces in the sprite art but they got hit with one color for the whole thing. Or in the case of Syrup’s smaller minions(Which have color palettes in later entries), they’re just grey for some reason. Then there are choices that make no sense. The penguin’s helmet is purple, for example. Compare that to most of colors in Land 1 and 2, and it feels like 3 got the “We have this at home” treatment
In terms of Nintendo gimmicks I'm pretty sure this game was originally sold to take advantage of the Super Game Boy adapter that let you plug your black-and-white-on-spinach Game Boy game into your SNES and make your own background palettes. Maybe the sprites were done like this to minimize clashing?
