There is a sequence of a cow being airlifted to safety in Apocalypse Now. I think the cows are in reference to that. The games atmosphere draws a lot of inspiration from that movie I think.
And the reason why that scene is in the film is because it's real. This really happened in the Vietnam War. BUT that doesn't stop us from imagining the whys and wherefores about the details as relates to the world of the Forever Winter. 😀
Who's making the balloons? It doesn't seem like something Europa would dabble in. More Euruska/ Eurasia's vibe. The concept of Eurasia nabbing cows for resources (biomatter, incubation, organs etc.) from Europan controlled territories seems to be my go-to theory, and would explain why neither faction wants to shoot them down on sight; Europa needs the food while Eurasia is in the process of heisting the bovines.
Personally I figure its just part of one of the many AI run factories. One for the Cows, One for the Ballons. Both making them because that's what they're programmed to do. Maybe long ago they were under the umbrella of Europa but now they just pump out cows and balloons and ship them out to the Meg-Cits regardless of the state those cits are in.
Wouldn’t make sense for Europan to have cows if they need to eat their own corpses. It’s likely Euruska shipping cows to establish a point for renewable food on colonised land. Their goal isn’t to win but to kill as many as possible for as long as possible.

There’s something else I don’t think people think about; the side-effect of ‘fertilizer.’ I mean how else does it show up everywhere? It might be one last program put in place by the original coders as a roundabout way to try and ‘save the earth’ or something by spreading fertilizer to more areas than just farms.
My personal head-cannon and what seems to possibly fit with what we see: They are Euruskan psychological warfare weapons. Cows can be pretty loud, the "balloons" all fly pretty low. Eurasia and Eurska have a high reliance on bio-enhanced or fully cybernetic troops that likely would ignore or not be affected by hearing this. Europan troops are almost entirely just un-altered people. They also tend to appear during low points in battles by my observation and do tend to fly towards Europan lines.
@Killpo1 yo i bet everyone has forgotten but we actually have a Butcher/ Meat factory in one of the promotional posters of the game - it's the one showing GunHead (middle) Scav Girl (foreground) and Mask Man (background) and they seem to be making their way through upside-down hanging skinned cow carcasses. Makes me think we might have some interior spot on one of the future maps where we will actually see who's harvesting the cows? Food for thought.

For why the devs put the cows in I’ve been running with the outside the lore theory that it’s the devs showing war coming full circle, in the time of stone, copper and bronze cattle raids are what could first be called a war, and in the time of mechanical horrors, humanity’s been reduced back to cattle raids, I mean how valuable would a cow be to say the euruskans who’re stuck on another continent with out a supply chain

I take it this video is mostly a joke. To give a serious answer though, the balloons are a reference to a Beksinski painting as someone mentioned already. The cow part I think is in reference to a scene in a Vietnam movie where an ox had to be air lifted out of a destroyed village by helicopter. In other words it's art for the sake of art. For a practical explanation though, I put forward that these cows are the property of various civilian factions that scratch out a living on the surface. The Ashen Mesa and now the Frozen Swamp both depict shanty towns made from whatever people can cobble together. And in the event that these people have to flea, cattle would likely be far too scared and confused to know what to do, and with all the action being focused on the ground the only way to safely move them is to forcibly lift them up in the air through whatever cheap means possible. Of course neither side bothers shooting them down. After all, that's just a waste of ammunition, it would give away the position of AA assets, and would damage reputation with Scabs, who all three factions seem to be well aware of and even do business with. I can easily see a cow being shot down to be something that could lead to a local skyrocketing of price for dairy and beef products. And considering how both sides seem content on eating recycled biomatter, I think having a good stockpile of cheese and steak would be vital to lift troop morale.

Energy efficiency isn't as important as nutritional content Meat/dairy have a massive bioavailability for humans are essential to human diets. Although going back to the energy angle, the number of calories needed to get your protein requirements from meat/dairy protein are much much lower than from plant sources

You are correct that meat and dairy are more nutritionally dense in terms of calories and protein, etc. especially if cooked in the case of meat. In modern times, meat is simply a luxury and not a necessity at the end of it. Historically, livestock was efficient, but in a different way, in that they could convert biomass from non-arable or undeveloped land into food in the form of meat and dairy as well other products and physical labor. The existence of these cows implies cultivation of these cows somewhere. Perhaps a huge industrial confined feed lot operation somewhere? Why cows instead of vat-grown meat or milk (if meat or milk is the goal) for an efficient energy source, I have no clue... Animal husbandry is insanely inefficient from a material resource and energy point of view. Perhaps, like today, the cows exist to satisfy the demands of a meat industry that exists for its own sake and to satisfy the demands of some customer somewhere. Or maybe it is a psychological thing like others have mentioned.

One thing apart from the resource value of these cows is also to remember there are cultist you encounter in the game at some point. Not only that, society has become religiously confused and demented in the belief of a dark technological messiah especially in the less held together areas like the Innards where it’s nothing but survival, when you have many of the mechanized machines and cybernetic robots around they are also worshipped also involving sacrificial biomass (such as the cow carcasses when praying to the rat king, or the nurturing mother courage) cows are also marked as a holy sacred symbol in South Asia such as India for many reasons. This would draw the desperate and dark world itself to have a special connection and ideal image of the significance of these cows.
It's about opportunity cost. Those pastures that feed cows, and the water used for those cows? Incredibly less efficient if you just used that land to grow wheat, or rice etc etc. Sure we cannot eat grass, but we could use that land instead for a much more efficient way of converting the sun's energy into food via plants. This also doesn't consider the whole post nuclear war implications where there might not be giant tracts of grass / growable land outside of controlled enviroments. Even if you were in a closed ecosystem with cows you'd be better off giving them feed other than grass like corn.
I believe an encephalopod would work better as 1 they already posses a propulsion system similar to the balloons and 2 birds are not real nor biological and it would simply be better to manufacture a bespoke device for cow transport as birds are optimized for surveillance.

Yes and no. If you don't consider the vessel you would need to have to contain such a setup, yes a vacuum is better. But once you need to actually consider how you would contain that vacuum, the structural weight the balloon would need would remove any benefit of the vacuum, and would likely be detrimental, considering the extra lift from a vacuum over hydrogen is only between 7% and 8%.

What if the cows are part of the Wi-Fi network? An important part of warfare is eliminating the opponent's communications and reconnaissance network - satellites and airborne platforms. That said - the AI that control everything still need to transfer information, and simple line of sight or cables would be difficult in these conditions. So create a new network that is either not recognizable as a target, or easily identified as off-limits. Perhaps people would feel some sympathy for the helpless cow and not want to harm the thing further?

Thanks for the honest feedback! Just trying out new things here and there. One of the main culprits I think is I didn't realize until well after recording that my noise filter wasn't on, making a lot of the words come out a lot harsher. But genuinely, thanks for the honest feedback!
