The actor who you're talking about who's in every Pixar movie, that's John Ratzenbuger. He is best known for playing Cliff on the hit sitcom, Cheers from 1982 to 1993 and on it's spin-off series, Frasier in 2002 in one episode. After Cheers, he audition for Toy Story and got the part as Ham the piggy bank and later he appeared in other Pixar movies and in the Toy Story sequels as Ham
This is a really fun movie, even though it's quite different from the first! About the starting order thing: Usually there's a round of qualifying before the race where everyone goes around the track in small groups to set the best possible laptime. The better your time, the further to the front you get to start. However, there are races where the lineup is turned around after qualifying with the fastest drivers starting from the rear of the pack to make the race more interesting. I gotta say I'm quite impressed with how quickly you caught onto the plot with making Alinol look bad, great job! I hope you'll get to Cars 3 soon, it's a more direct continuation of the story from the first movie and brings many things full circle. I love it and I'm sure you will too!

The reason why Doc Hudson wasn't in this sequel is because he passed away because legendary actor Paul Newman who voiced Doc in the first film, he passed away from lung cancer in 2008 before casting could start. When they found out about Newnan's passing, they didn't wanna replace him, so they decided that Doc Hudson died between the first and second films, but that his legacy will carry on by Lightning and Mater, and the rest of Radiator Springs. This second Cars movie was dedicated to Paul Newnan
