It's probably got something to do with regulations on disposable containers. There's similar laws in a lot of other European countries. Basically, you're supposed to get a reusable container (the glass cup, in this case) unless you absolutely need a non-reusable one (such as with takeout). The way most countries go about enforcing this is by requiring a small surcharge on disposable items. I guess France took it a step further.
I don't know if it's the same in France, but in Germany, take out food has 7% tax on it. On the other hand, food that you eat on site has 19% tax on it. so if you order to go, you have to stay away at least 5-10m from the property, otherwise it's tax fraud.
It's a VAT issue. The VAT for cafés on site is 10% but only 5.5% for takeouts. If you sit in the Starbuck with your takeout order you basically make them look like tax cheats.
my guess is that they are trying to reduce trash and paper consumption, like in the US some states require supermarkets to charge for grocery bags, in hopes it will get people to use cloth bags.
It's the same in South Korea...and oh my god it was a pathetic scene in the airport watching a bubble tea shop try to explain it to a bunch of foreign travelers. I mean it was literally a non-stop stream of foreign folks trying to sit down for 30 seconds after ordering and having to be told "you can't do that"
In a cafe, coffee at the bar, a table, or a table by a window are three different prices. You may find that weird, but that doesn't matter, you could have know it.
