I agree. This is insane. He’s never getting out. If he ever leaves Perú, the USA will pick him up & throw away the key. His normal life is completely over. He will get fed better in the USA prison and it will be cleaner but it will be the hardest time he could ever imagine. The people in the USA prisons didn’t all get there by killing innocent t young girls so he won’t be welcomed. There’s a level in prisons and he will be on the lowest tier along with Chris Watts and Chad Doerman. There will be Inmate Justice waiting in the USA Prison System. Unfortunately, we have loads of people in prisons for drugs and for high dollar white collar crimes. While these individuals broke serious laws, they will not befriend or welcome Murderers of the young & innocent and yes, Joran’s Victim’s were both young girls, who hadn’t even begun to live their lives. They looked at him and didn’t recognize pure evil because of their own innocence. While Peru might be difficult for him he has no idea what will be waiting for him when that’s over, good old American Justice. No one will stand up for him or help him in America. No one.

In his case yes. I don't like using blanket statements anymore. The USA has had over 130 death row inmates get their cases overturned. Good knows how many innocent have already been executed or the govt refuses to re-examine.

Because even at that altitude (or height above mean sea level) the air density is still sufficient enough for oxygen rich air to be inhaled by him. Air which can provide for a healthy enough supply of oxygen to the brain and the rest of the circulatory system and which won't bring about a disabling hypoxic effects or related condition on him and on other inmates.
Because they consider him to be such a "high" end or "high" profile prisoner, perhaps they thought about progressively moving him and inmates like him to detention or prison facilities further up on higher ground. This way they could consider themselves to be on a higher plane and elevated in relation to the lower, riff raff inmates.
My thoughts are that if they were able to find a site suitable enough to build a complex on (at around 20,000 feet pressure height) they might just be able to solve quite a few problems in relation to overall operating costs for most of their prisoners.
However, it's clear that there just isn't enough higher ground to build on.

The seriousness of the crime and the length of the statute of limitations really shouldn't have anything to do with each other. The limitation exists to protect all of us. It is difficult to defend yourself against a false accusation from so long ago because you won't be able to remember where you were, establish an alibi, or obtain any security video. Also, any memories from that time will be highly distorted and should not be relied on. Me and my brother sometimes talk about events from our childhood and find that we remember it totally differently.
