Can the bolts sticking out from the ground be just nut thread holes so that if the goal is removed, bolts not sticking out?

there should already be holes for the screws to go in i got a new goal yestrerday and me and my dad put it together today and it is way better it even came with a ball stickers extra net 3 bags of sand for the bottom and its portable and rases to 7.5 feet to 10
