Yes its from Keishi Yonao, original from X68000, and he's extremely talented. I think if I recall that right - the line of work on this soundtrack was to reproduce something similar to that jazz fusion vibe from Galaxy Force II
Keishi Yonao is one of the best game composers not only in FM techs! Listening this masterpiece soundtrack you clearly can recall the style of his another great OST for the Asuka120% Burning fest (X68000)
