E-scooters are illegal in Toronto. How is that enforced?

Electric scooters are banned in Toronto but are still widely used. Members of city council are frustrated at the lack of enforcement and say they need more action from the province and federal government in order to legalize e-scooters. CBC’s Dale Manucdoc has more.
