um from what i understand from games i play there are a few versions of updates, there is the bug fix, the quality updates, the minor patch, feature patch, major patch, content patch, expansion prepatch, dlc/expansion. besides the bug fix [cause that is sometimes paired with other versions] all of them also include new Features in them. so if i follow the dev logic this is not a DLC, it is not a patch, it is a whole new expansion of the game? sorry i dont "buy" it. if it is adding a game mode then by definition of how every game classifies it THAT IS DLC. end of story.
