I was under the impression that Fannie said it as a joke, addressing a fictional judge. She does it in a later episode with another woman's name. (Audrey is Brett's original first name.) Fannie teases Richard about being a ladies' man (or being a chick magnet) often.
I can only guess they called it off because he would have to stop kissing and flirting with all the lady contestants. And I don't think he could do it.
