Threshold time is the time set by the state authority to reach over the threshold of the enroute alternate airport following a instrument approach. And diversion time is the actual time taken by you to reach over threshold. That's why EDTO defination says, diversion time should not be more than threshold time set by state authorities that is 60 min for 2 engine aircraft and 120 min for more than 2 engine aircraft in India(DGCA).
