It is very questionable that the US would use nuclear weapons on N. Korean cities. The targets would be more counter-force (military targets) oriented, rather than counter-value (cities). BTW, Chinese nuclear war doctrine has been all counter-value, (cities) which is a reason they didn't build a large nuclear arsenal as did the USA and USSR. If forced to use nukes, China was simply going to wipe out the civilian population of the enemy country - no messing around with military targets. But that now seems to be changing, and China is finally starting to build missile silo fields and various other infrastructure and launch methods.

The loss of San Diego alone is enough to overwhelm the entire National Guard of not just California but several other states in disaster relief operations. The US at most can handle the loss of 5 cities ie it wouldn't overwhelm responders. At about 20 leaving aside the massive losses sustained by responders themselves the fabric of society would start unraveling. It would be even worse once the recession really hits and you've got millions with nothing to lose and US military whose morale is rock bottom following a catastrophe without precedent.

Seoul, the capital of South Korea is right across the border from N. Korea. The greater Seoul area has 40% of S. Korea's population and economy. South Korea should be highly motivated to stop the USA from attacking North Korea, up to including the use of force against the US military in South Korea.

Us has stations with quite a bit of troops in South Korea Guam and Hawaii all of which are nearby
