We pay for these records, the building these records are housed, the security and police that are used to protect these records from the people that pay for everything and incarceration and processing of the law abiding citizen that checks up on our spending. We need to demand our money back and demand an efficient government that works for us, not drains us!

When has there ever been a situation when people were treated innocent until proven guilty? That's a myth and has never been true ever! The second someone is approached by a cop they are assumed to be guilty of something and are required to prove innocence or they go to jail where they are further treated as guilty! Then maybe one day you get to court and are proven innocent only for the cops and judges to still believe you are guilty! Stop believing fairy tales your parents told you as a baby!! Actually, that goes back to French justice, including Napoleonic Code. When Louisiana was under the French it was still that way: guilty until proven innocent. (Joan of Arc knew about that mentality.)

I would say it's probably unconstitutional to be denied access to view public records (14th Amendment most likely), but they can charge a reasonable fee for copies. Viewing and/or photographing them yourself should cost nothing.

We don't decide whether something is unconstitutional or not by whether it is literally in the Constitution, we use the courts to interpret what is or isn't in line with the Constitution.
They can charge for the cost of producing copies, which in the recent pre-digital age was a measurable cost for blue prints and plans on large format paper. The *You Cannot Take Pictures* makes no sense what so ever though.

I went to my courthouse to get a copy of my divorce decree. They said it was going to be $35 until they found out that I was the one that was raising the kids and then it was free. If you're down our public servants will just kick you again. Good work Sean!!

The country is so messed up that government workers think they have a right to privacy in public, and even put signs up stating that. Thanks again Sean for educating people about our rights. I wish i had a camera a few years ago when two cops beat the heck out of me when they were looking for someone else. They came to my house and attacked me for nothing. County clerks were so tremendously terrible that gov'ts all across the nation enacted laws to set prices per page for copies (this is like the 70's), as they would charge crazy amounts to get copies. Now look how those "maximum" charges laws have turned in the back of the people. "you can't take pictures as we can't rip cash out of your hands then!" Any shred of power, clerk and dog catcher will be abused, without fail.
I had a similar experience at my local court house. I was trying to find my title deed in the public records department and was told that they would be glad to give me copies of whatever I found. I told them that I would just take a picture of the screen if I needed a copy. The clerk pointed to the "sign" that said no photos or video allowed and told me not to take a picture of the screen. I said that I would if I wanted to. The supervisor came out and told me it was against the law to take pictures in the record room. I asked for the statue since it was not on the "sign". We got into a small argument about our rights and it ended with the supervisor leaving me alone. She had never had anyone do this she said. That is the problem. We have become sheep and have let our hired hands rule over us. Great job as always Shawn!

I always find it creepy when the workers approach Sean and ask "Can I help you?" The question is always in the same, creepy tone. Always. And they never mean it, either. They never mean to offer help, they just use it to ask their follow up "Are you recording?" I cringe every time I hear it.

Sean, I'm impressed with your dedication visiting northern MI in winter. Overall I rate this encounter with the TC police a C. The first officer was an unprofessional and ignorant knucklehead. He should retire and if not restricted to meter maid duty.The other two, while ignorant of your right to film in public, were respectful, did not escalate and act like the authoritarian tyrants that you so often encounter. The fact that dispatch was able to resolve the issue was a plus.
I live in Michigan and I wish more like you would come here to educate all public workers (previously known as public servants). We are proof that tyrannical behavior starts at the top and never stops.

Most jurisdictions charge a small fee for copies of records that doesn't exceed the actual cost to make them, which is pretty reasonable especially as a holdover from the pre-digital era. Three foot wide plans cost money to photocopy, and having done it the costs of only a few dollars are not unreasonable. Banning cameras to charge people those couple dollars though is not just illegal and immoral, but also stupid.

The officers were entirely correct. This building is a non-public forum which means the administrators can restrict recording. Failure to follow this policy (yes it's just a policy) can result in trespass charges if they ask you to leave and you refuse.

I work for a contactor and needed to reference some drawing files for an existing building we were doing work on. The county I was working in also tried to prevent us from taking pictures of the plans, but the fee is supposed to be for providing physical copies which has a cost associated with it. They are obligated to keep the records, so there should be no cost for just looking at them and taking pictures of them. I ignored their signs and request and just took pictures of the plans.
In Mandan ND a police officer told me, "Taking pictures is a good way to get shot". I took his words to heart. I'm sad there are people having to risk it all, in USA!USA!

You know the answer. Unlike pulling a fire alarm, the cops don't discriminate about showing up for frivolous calls. The cops of today love such "gravy jobs". They respond, then they go back to the station house and spend the rest of the day writing up their paperwork. I would say it's probably unconstitutional to be denied access to view public records (14th Amendment most likely), but they can charge a reasonable fee for copies. Viewing and/or photographing them yourself should cost nothing.

We don't decide whether something is unconstitutional or not by whether it is literally in the Constitution, we use the courts to interpret what is or isn't in line with the Constitution.
They can charge for the cost of producing copies, which in the recent pre-digital age was a measurable cost for blue prints and plans on large format paper. The *You Cannot Take Pictures* makes no sense what so ever though.

Even more disheartening is their attitude in the face of the unfamiliar.
Add to that their entitled self importance. They relish their power and assumed authority-and forget about the American virtue of individual liberty! The Constitution sought to equalize the power of the individual against the obtuse power of government.
These public workers weren't wrong, though. Courts have found that just about all government buildings are non-public buildings subject to restrictions on recording.
Not just disheartening, but embarrassing globally! People watch UA-cam all around the world. People must be laughing at us around the world! People who want to become citizens of this country have to be tested I'm sure. To have to study for knowledge about history, laws, conduct and so on. And I'm a lot them take the initiative to study the constitution! Only because I would think most people would think that would be a must!! I went to my courthouse to get a copy of my divorce decree. They said it was going to be $35 until they found out that I was the one that was raising the kids and then it was free. If you're down our public servants will just kick you again. Good work Sean!!

County clerks were so tremendously terrible that gov'ts all across the nation enacted laws to set prices per page for copies (this is like the 70's), as they would charge crazy amounts to get copies. Now look how those "maximum" charges laws have turned in the back of the people. "you can't take pictures as we can't rip cash out of your hands then!"

I had a similar experience at my local court house. I was trying to find my title deed in the public records department and was told that they would be glad to give me copies of whatever I found. I told them that I would just take a picture of the screen if I needed a copy. The clerk pointed to the "sign" that said no photos or video allowed and told me not to take a picture of the screen. I said that I would if I wanted to. The supervisor came out and told me it was against the law to take pictures in the record room. I asked for the statue since it was not on the "sign". We got into a small argument about our rights and it ended with the supervisor leaving me alone. She had never had anyone do this she said. That is the problem. We have become sheep and have let our hired hands rule over us. Great job as always Shawn!

I always find it creepy when the workers approach Sean and ask "Can I help you?" The question is always in the same, creepy tone. Always. And they never mean it, either. They never mean to offer help, they just use it to ask their follow up "Are you recording?" I cringe every time I hear it.
The tone and approach is not 'creepy' - it's actually dominance, cloaked as a question of phony helpfulness. It's underhanded. Think of it as 'the iron fist in the velvet glove'.

He should retire and if not restricted to meter maid duty.The other two, while ignorant of your right to film in public, were respectful, did not escalate and act like the authoritarian tyrants that you so often encounter. The fact that dispatch was able to resolve the issue was a plus.

Most jurisdictions charge a small fee for copies of records that doesn't exceed the actual cost to make them, which is pretty reasonable especially as a holdover from the pre-digital era. Three foot wide plans cost money to photocopy, and having done it the costs of only a few dollars are not unreasonable.
Banning cameras to charge people those couple dollars though is not just illegal and immoral, but also stupid.

That's because it usually works against people who don't know their rights thus they are unable to stand up for their rights. The officers were entirely correct. This building is a non-public forum which means the administrators can restrict recording. Failure to follow this policy (yes it's just a policy) can result in trespass charges if they ask you to leave and you refuse.

I work for a contactor and needed to reference some drawing files for an existing building we were doing work on. The county I was working in also tried to prevent us from taking pictures of the plans, but the fee is supposed to be for providing physical copies which has a cost associated with it. They are obligated to keep the records, so there should be no cost for just looking at them and taking pictures of them. I ignored their signs and request and just took pictures of the plans.
In Mandan ND a police officer told me, "Taking pictures is a good way to get shot". I took his words to heart. I'm sad there are people having to risk it all, in USA!USA!

The right of ""free press"" does NOT mean that anyone can go anywhere and record anything for news purposes, it means that the ^^press^^ can publish/print/say what they want without government restrictions.

You know the answer. Unlike pulling a fire alarm, the cops don't discriminate about showing up for frivolous calls. The cops of today love such "gravy jobs". They respond, then they go back to the station house and spend the rest of the day writing up their paperwork. That is SO much EASIER than the dangerous work of finding and apprehending REAL criminals.
