Not the speed limiter but the maximum RPM allowed on the car, when I messing with NFS-VltEd on NFS MW, I saw 2 codes(RED_LINE and MAX_RPM) in the engine tab on a particular car file, for example the BMW M3 GTR(BMWM3GTRE46 in the game's file) had the RED_LINE valued 8500(means it's redlines at 8500 RPM) and MAX_RPM valued 9500(mean maximum rpm is 9500 RPM), the MAX_RPM is the factor that decides how much RPM you can surpass the redline, if we change the value to something ridiculously high, like 18000, the car will have greater top speed.

one thing i have noticed in the game is that in drag race if you use speed breaker your can go over the rev limiter. for an example i once had a mitsubishi lancer go at 417 kmh at the finish line in drag

How come at both times and speeds, the rev counter is on 6250 rpm only? If it was actually rev limiter that you removed, shouldn't it cross this figure when it touches 400+?
I thought the rev counter would start spinning to like 20k RPM. Shame, can you find a way to do this? I know with mods you can move the rev limit a little bit, but not a lot.

You replace your last gear with CVT (Continuously Variable Transmission). Once you're at the rev limit in last gear, CVT will kick in.

That's a governor, not a rev limiter. If it were a rev limiter then your tach would be spinning for days, and not stop at 6.5k.
