He got the weak ITF guys. Lots of ITF guys were stronger than them in that period. Seriously, ITF needs to do sparring seminars. Too much of sparring in traditional systems is left up to individual inspiration. We do that whilst boxing schools, Muay Thai schools, Wrestling and Judo schools have magically recognized that you joined them in order to learn how to fight. In other words they recognize that it is their responsibility to teach you how to fight. That is their first responsibility. Lots of traditional martial arts seem to think that that is not the important thing. That they're really there to teach you philosophy. Truly ridiculous stuff.
