I finally watched this movie earlier this week. Quite possibly one of the greatest anime films I've seen and the Puppet Master is one of the most interesting characters I've seen in anime.
Tom Wyner is the one of the best voice actors around. He was the Puppet Master (Project 3501), Devimon, Harry McDowell and Quent Yaiden. It's a real shame he isn't active in anime dubs anymore, since he mostly does audiobook narrations nowadays.
