Guys, there is NOTHING mysterious about it. It's a gap-filling song between the end of the evening news and the closing time (which was still common in the early '80s). It is an in-house production of NDR-Radio. Nothing special.

I feel I've heard this song is some obscure 80's movie. Probably something now shown on free TV but since it's obscure no one came find it (probably because it played over the ending credits. We know how TV stations like speeding those up with their own shameless plugs filling the spot). Might just be a one off song from a band that never made it. Bands record their songs then pass them into radio stations in hopes to have them played and thus be noticed. Back in the 80's though, records weren't kept well on things like that. Also the record company that recorded for them might have lost their records too. So we have to hope that the band members are still alive and one day realize this is there song or it'll forever be one of the weirdest song mysteries. I swear I've heard it though... Might be because the sound is pretty generic for an 80's song. 🤷
