Terribly late reply, but Pain is Power is underwhelming for a splash damage weapon because you can just go for Blood Bath and a Legendary Reaper com and get 500% damage.

I just straight up got a pair of mods to make spikers and darts actually crit by turning them into plasma and laser pistols respectively. The plasma pistol mod in particular is great because it makes them do a super-strong shotgunlike burst when aimed down sights.
Did you ever wonder why Hyperion Spikers/Darts are more common and can spawn without element? Alongside normal E-tech loot pool, Hyperion purple pistols have listed Alien barrels with the others. Due to that you can get Diamond Spiker/Dart. Bonus video, perhaps?

When the game came out, a lot of people wanted guns that consumed four ammo to always have a remainder of one if possible, because it was thought that you were effectively getting free ammo. In reality, the ammo was always being pulled from your stash, lol.

Ammo isn't such a problem if the weapon is good and In my opinion a 5 Mag size quad with deputy badge on Zer0 is incredibly underrated. Yeah, it does consume a lot of ammo but as you usually say, if you only use one weapon type the game provides you with the type of ammo you use.
Fun Fact , if you enter a duel with another player and get the drunk effect and then shoot the spiker at their feet they fly across the map and go like a 100 feet in the air XD
Not only does it consume two bullets per shot, but because of the delayed damage, you get delayed damage feedback and thus tend to waste even more bullets. Yeah it sucked .. so explode on contact is a huge upgrade.
I actually don't like the change that makes is deal instant damage. It's better that way, yes, but it entirely kills the flavor of the weapon, which I sadly see happening more and more often in the community patch. What's the reason to ever use it above a regular hyperion pistol?
They should of made it more like a halo needler, very light homing, make it do instant damage and when you shoot an enemy enough times, it causes a en explosion that does massive dps, like enough to take half or more then half of the enemies health. That's just my opinion, but the new change is really cool too.
I think the grenade boost change is great but I wish they left the delayed damage where it was (I was also considering boosting the damage a bit more, but it already looks ridiculous with grenade damage). To each their own, but some guns just start feeling samey. BTW I might be wrong but I think the other model of etech pistol (spiker?) was left with the delayed damage and works pretty cool. Might just be and old version of cp or not working properly on my pc. Worth checking out though

with the case of plasma casters, the pinpoint accuracy of hyperion PCs is quite helpful, especially on Cat maya, in which you have to sacrifice some accuracy for massive damage (which is negligeble because of the reverse recoil). Also, since maya's Cat com boost Mind's Eye, you can get +50% critical hit damage, and phaselocking enemies usually exposes their critical hit spot. With the Hyperion PC's massive damage, super high accuracy, and synergy with maya, it is definitely the best e-tech SMG, at least for maya. The only other good Hyperion e-tech i can think of is the Slow Hand, and it has really good synergy with Salvador and maybe Krieg, since it can have a (quite frankly, overpowered) foregrip that basically triples the damage output with the same ammo consumption, and heals the user. It has a pretty big magazine, really good accuracy, and can come in all elements INCLUDING slag. Also they look really cool

Also, regardless what what people say, when you buy a game, especially one like borderlands, that offers so many ways to play, you should be able to play how you want without people hating on you. This goes for a lot of games that have a large amount of variety in the gameplay.
The Spikers are still too weak and only good for mobbing. When it comes to enemies you cannot slag (ex. Super Badass Constructor 3.0 or Saturn) or enemies with a massive health pool that generally benefit from using critical hits, they just fall flat. They cannot bore or chain either.
The E-Tech spikers went from "immediately sell" to "immediately kill"

The Bandit Spiker went from being one of the worst weapons to being pretty solid.

You'd use a blue Power Toast mod to boost Pain is Power to 11/5, probably.

Lyuda and Pimpernel are going to be the best option most of the time. The community patch makes the Godfinger very powerful at range, too.

I think spikers are fun in normal mode. But, well, literally any weapon can do well there.
Normal mode is more fun in general if you're not into min-maxing.
