You need to have your working yarn coming off of your right hand side of the needle and then star knitting the stitches that are on your left hand side of the needle. That will join it in the round.

How many stitches would you cast on if making this hat for a toddler?
I have not tested this hat our for a toddler size, but I would start by trying 50 stitches. It has to be a mutlipe of 5.
