I feel like it's sort of intended that he's the strongest character in the game, maybe because he's capable of getting around headspace because he knows the truth. But this is just speculation lol.
Important thing to note: During a battle when a character cheers some else on, they always say something like "You can do it" or "I believe in you". Basil is the only one who says "I believe in us", as in Basil and Omori. Which is an interesting nod toward the story.

Hero is a super hero, when he isn't as talented as others think. Mari is a sweet older sister who is sometimes silly, but not the perfectionist that made Sunny angry. Sunny is Omori, a cold and actually evil person, pretty much the part of Sunny that is getting stronger, but Sunny is a good person and would not allow himself to be destroyed by him so easily, that is, if you make that choice.
Basil acts as an all-around support role so Omori, who's basically a bulkier Kel with no access to Run N Gun nuke doesn't get destroyed by his lack of an ability to heal and inflict damage on the same turn
i'm like 75% sure that basil doesn't fight due to him being to weak, but rather him being too strong and not being able to handle the consequences of the imminent genocide that would happen if he dared to punch a single mfer outside of the arena

Love how much the flower skills reflect the friend Basil associates them with. Tulip - is literally based off of Omori's stats Gladiolus - guarantees big damage, similar to how Aubrey usually does the most blunt damage Cactus - aside from defense and heart making sense for a cactus to deal damage, due to its prickly outside, is also similar to Kel's Run'n'gun in that it's a skill that bases an attack off of a different stat Rose - heals friends, just like Hero
SPOILERS FOR OMORI That Basil is the strongest friend of Omori solidifies that he is along with Mari the closest to Sunny and one of the few to rival Omori's power and influence. This is due to Sunny and Basil being very close friends and due to Sunny idolizing the good qualities of Basil, his headspace counterpart is pretty powerful and as Stranger, is even able to weaken the Vessel of Sunny. Basil is Sunny's best friend, and this all reminds you of it.
There's one more thing that's unique to Basil that was never mentioned in this video: He's the only other character capable of reaching stage 3 in any emotion. A neat little detail.

If they are ANGRY, it will max out Attack. If they are HAPPY, it will max out Speed. In combination with a skill that lowers the enemy's Attack, like Omori's Vertigo or Basil's Rose, the Defense Boost from SAD and Cheer can cause some of the bosses to stop dealing damage to you entirely. Follow-Ups: In addition to inflicting an Emotion, Basil's Follow-Ups have these effects: Comfort will heal both character's HEART by a significant amount. Mull will heal both character's JUICE by a significant amount. Vent will deal additional Damage to the enemy. Release Energy: In addition to dealing big damage, this will fully heal both Characters' HEART and JUICE, raise their stats, and continuously heal some HEART and JUICE for several turns afterwards.

He’s not strong enough to avoid getting sent to Blackspace, so it doesn’t matter.
