Technically Sans does 1 damage, but unlike all the other enemies in the game, which when you collide with their attacks take a certain amount of your life and then disappear, Sans' attacks not only don't disappear but because they constantly deal 1 damage, the attacks rapidly drain the player's life for every millisecond you are in contact with them.
A millisecond is 1000 seconds. And that's not even technically possible to have it every millisecond if it isn't 1000fps, which Undertale doesn't run on
If you've never read "The Art of War: by Sun Tzu" (which is super understandable) one of the "steps" is basically, don't let your enemies know your true power. Sans is like "I'm a lazy idiot" when he's one of the smartest, most powerful, etc. monster in the entire underground. Appearances aren't everything.
Sans is, as the game calls him, "The weakest monster of the game", with only 1 HP, 1 ATACK and 1 DEFENSE, the fact that he is so strong against the player is the fact that he cheats in multiple parts of the fight, per example: 1. He attacks first, which is not really how it works. 2. Bones in your IU. 3. He plans on never giving you your turn and leave you to get bored. I won't count KARMA, cause that is probably his special attack which he uses all around the fight, nor will I count him not getting rekt from your attacks.
please note that, during the genocide route, you arent exactly "posessed" by chara. you decide to kill everything, and make allmost all of the other important decisions too.

I saw a theory that explains this. You know how when you sleep in the hotel in Snowdin, you can heal past your maximum health... And Sans sleeps all day. This also might explain why when you hit Sans, he doesn't actually die he just walks away.
When I played the game, I noticed that Sans literally breaks the Fourth Wall in his dialogue. It seems as though he is too lazy to even capitalize the first letter of his own sentences.
I think the reason or a theory why he's so "lazy" is because he has been aware of thousands of timeline trying to stop the human but gave up which you can see in Asriel's lost souls fight thing where he says "Just give up like I did." or something like that. My theory is a combination of quantum physics and the "sans is the player's foil" idea. First, we know that the 'reset' power can only be held by one person at any given time. This means its not a power that humans naturally have nor simply something you get once you reach a certain threshold of determination. It's a single entity that latches onto a "host" of sorts and can switch hosts if a more suitable one appears. I believe the creation that W D Gaster fell into wasn't the DT extractor or the underground's geothermal core. He was working on something much more ambitious, something that he believed would really solve all the problems of monsterkind: an omnipotence machine, more specifically, a machine that would give the user total mastery over space-time. At some point an accident happened, he fell into the machine and its power dispersed his existence across all of space-time. In that same accident the machine itself was broken, the powers that it held, those of space and time, seperated from the machine and became disembodied non-corporeal entities that each found a different host. Time became known as the power of reset and gave itself to the being with the most determination it could find, that was Flowey at first and later on, the player. Space was the exact opposite, choosing as its host the least determined, or in other words, the laziest person in the underground, and that was Sans. Sans teleports by folding space, his gravity manipulation is because gravity is a distortion in the fabric of space. In a way, each power sought out the type of personality most suited for itself. Space lets you take shortcuts, fetch objects without moving, and overall just be lazy. Time gives you the almighty ability to cheat death and select the future you want but in order to do so you must have the force of will, the determination, to power through the pain of death and the monotony of repeating the same events over and over until you get the desired outcome. Because Sans was connected to Gaster, he knows that since he received the power of Space, that must mean someone else who possesses the power of Time is out there. Though even he cannot retain his memories when resets happen, because he is aware that such a power exists he can take certain measures against it, thus he has taken it upon himself to keep an eye on whoever is hosting the reset power and act as a check on them if the need arises. He's enacted his "judgment" before when flowey went too far causing his "fair share of resets", and when Time jumps hosts from flowey to the player character, he shifts his attention to you instead.
Well, there's one problem with this theory. I agree with almost EVERY bit of it, except one tiny bit. You said sans can not recall when a reset happens. Though, if you do a genocide route, obviously you won't beat sans the first time you ever fight him. So, when you die, he says "That's the face of someone who's died ____ times." Or, something along those lines. My point is, he knows how many times you've died.
Another cool thing to note is that sans's eye flashes two different colors - Cyan and Yellow (Although the yellow is kind of hard to see compared to the cyan). Those are the colors of the Human Souls of Patience and Justice! I believe there's a theory he absorbed two human souls to get stronger, but I personally think there's too many holes in it.
Eh there’s holes but it also kind of makes sense. That’s why asgore doesn’t absorb the souls and resorts to peace because 2 of the souls were gone and the human has already defeated someone with 2 souls so they are strong enough to kill asgore

Sans is powerful because he breaks the fourth wall. He only has one defense, so he moved out of range of where your attacks actually hit in game. He can only do one damage, so he deals one per frame. He knows it’s all a 2D game and so he has found spatial shortcuts between different locations. He notices that your character can save and load, and he comes from “somewhere else” where he can’t go home to. He’s aware of the game, and he’s smart, so he’s able to manipulate it _just enough_ even without flowey’s powers.
@@bubblines I wouldn't say he's aware of the game buuuuut, he definitely doesn't play by the rules. He does exploit a lot of in-game features, more so than any other characters. And his weird connection with Flowey through hidden dialogue isn't explained either- *HE'S WEIRD*
a cool easter egg that shows that Sans technically has access to the game code is if you try to hack the game. Sans appears, says something (idk what X/) and then shuts the game down. It's pretty cool.

I think you forgot to mention, but if you go into the Skelebro’s house before you date Papyrus, you can search around their house. If you go to the table in the bottom left, you‘re able to find a joke book (obviously sans’ book) but inside that joke book is a quantum physics book, and inside that is a joke book, then a quantum physics book, and so on. Maybe these two items were placed together because maybe they’re both linked to sans? Not sure, but sounds cool! Also, the fact that when you get a hit, your health bar drops one at a time, but incredibly fast. This doesn’t happen with other monsters.

Sans does break almost every rule but there is one that he does obey: He dies when his HP hits 0. There is a monster that breaks this rule, and that is Undyne. She will simply refuse death. She will die eventually but even when her HP hits 0 she keeps going. That seems to be the one rule Sans can't break.
killing sans neither gives you exp nor increases the kill counter. he actually does not die when you kill him, he just becomes so tired that he does not want to fight anymore so he plays dead
undyne can only die that due to her determination, being one of the only few monsters who really have it. (and all the others have a wee bit too much…) determination allows a being to persist after death, but it’s mostly held by humans.

Actually has anyone ever thought about how in every fight you have, if you get hit your SOUL flashes as if giving you time to recover, but with sans, he gives you no chance to ever recover. Your SOUL never flashes when you fight sans. I think this is what the KARMA factor is. He’s so determined to kill you that he won’t let you rest and keeps you on your toes. Sans is mostly a special type of boss fight that you will never win until you’re seriously determined irl.

you are correct sir, karma is a 8D i noticed the trend a few years ago after a 215 hr LoL marathon, it led me to discover the theory of everything I am permanently in a superposition of all the 4th order time domains in the dimension sets, e.g. Time is the dimensional glue thats flipped and stuck to itself every 4 dimensions you go up. since i have the theory of space time, i am space time.

I haven’t actually watched the video yet, but I believe he is fueled by determination and the grief of losing so many people. If Papyrus and Sans swapped places, Papyrus could probably be equally as powerful. Edit: Also, he seems to be very aware of the game mechanics.
Jokes aside here's my theory. At least as to why he's the hardest fight Sans is aware. Not just of the resetting and timelines, but of the battle system. He knows how it works and how to manipulate it. His "special attack" is just to keep taking his turn forever. Instead of doing large amounts of damage at pre-determined intervals (i.e. I-frames), he does one damage every frame you're in contact with his attacks. I-frames can be manipulated as demonstrated by the glasses and notebook sold by Gerson. He even realizes that he can take advantage of your mercy and fill the screen with an attack, completely disregarding the fact that sparing should end a fight. As to why Sans can teleport and is even aware of timelines and resetting, I have a theory for that too. When reading the true lab entries, half of them are written in all lowercase with poor punctuation, implying that Sans worked on or at least knew about the determination experiments. It's quite obvious that Sans knows more than he lets on. Perhaps he knew how to properly handle determination but didn't let Alphys (or even Gaster, oooooh!...) know because he knew that if that happened, Asgore would destroy humanity. Near the end of his fight, Sans is supposedly sweating. Sans is a skeleton, though, so maybe he was actually melting from excessive determination. "But why does Undyne melt more than Sans does?" I hear you asking. Sans knows that he won't be able to defeat you and the most he can do is delay the inevitable, so he's less determined than Undyne was, who truly believed she could stop you, or it could be because of his knowledge of determination I theorized earlier. OR MAYBE SANS IS REALLY A HUMAN NAMED NESS AND THAT'S WHY WE SEE HIM BLEED AND NOT TURN TO DUST AND THAT'S HOW HE KNOWS ABOUT TIMELINES AND THAT'S WHY HE DOESN'T DIE FROM DETERMINATION POISONING AND WHY HE CAN TELEPORT AND MANIPULATE GRAVITY!!!!!! the way he does his atk patterns that are wierd, teleporting, and code editing is via DT. it can change the way time works, and it also can shift the mechanics of reality itself.
sans probably doesn’t have determination, and the amount he would need to do that would easily turn him into an amalgamate. flowey and the fallen humans can cause one, flowey is a flower, not a monster, and two, the fallen children are humans. monsters and DT do not mix well.
The 'blood' he leaks before dying is probably either: - Ketchup, as we know he likes drinking ketchup from bottles. - Injected Determination. Edit: Sure it’s totally possible it could be real blood but it’s kinda weird since: Sans is a monster, even if he is a skeleton. Both him and his brother turn to dust on death, but Sans does it off-screen. Monsters are said to lack blood, and even if he could produce blood and was an outlier, how the heck would he keep all that blood contained, being a skeleton? There is definitely gaps in his clothing where blood could gush out.
actually it couldn't be ketchup because the 'blood' is in his mouth, and since monster food is instantly absorbed there is no way he spit it up, and also if the ketchup somehow got in his mouth he would have healed and kept fighting.
The main issue I have with the Determination Theory is that Sans dialog throughout his fight and before hand tends to suggest the opposite. Sans is reluctant to fight you, he doesn't want to and only does when he literally sees no alternative and even then he does so clearly having mixed feelings about it. He even acknowledges he knows he can't kill you and it implies that his goal is only to frustrate you enough to reset since he knows he can't kill you. On top of that its said that a monsters stats are determined by how they feel. I'm sure there are certain inherently stronger and weaker monsters but one needs to really question how Sans could have 1 of every stat and not died a long time ago. No in truth I think Sans isn't like that normally. But the path you took in genocide weighed heavily on him because of what he knew it would come too. The death of his friends and brother, the knowledge that he can't actually kill and the fact that in an alternate timeline you were exceptionally good friends with him. I think it made him not want to hurt you even though he knew he had to, that he didn't want to live without the people he loved, that he didn't deserve to be the only survivor because of how he sat back and observed you. Att - determined by a monsters willingness to harm (Sans has 1 attack) Def - determined by a monsters willingness to not take damage (Sans has 1 defense) HP - determined by a monsters willingness to live (Sans has 1 HP) When looking at if from that perspective Sans even at his worst is merciful, self-loathing, depressed. Yet he still does what he can to try and make the player reset.
Do you have a way of explaining his speed tho? I always that he just used his psychic abilities to move himself out of the way or he could have a sixth sense considering that he dodged you while fake sleeping.

Its also simply possible that everything he does aside from the Gaster Blasters are just part of his powers. They only seem to activate when is eye does so who is to say that warping, gravity manipulation and various other things aren't just part of his magic? Though I suppose the "shortcuts" are also an example of this. I've toyed with the notion that Sans magic is based off of several of the human soul traits (integrity, patience, perseverance, and justice) due to the associated colors of his attacks with patience and justice being his two most powerful since those are the colors his eye flashes.
Gordon Mckee Actually Karmatic Retribution is purple so its related to Perseverance. Patience are the light blue attacks that hurt you if you move. Of course his gravity manipulation of your soul is integrity and as for Justice I would say its possible to relate them to the Gaster Blasters since the human that had the Yellow Soul used a gun.

He explicitly didn't take the souls, since I believe it's mentioned somewhere that people are begging Asgore to FINALLY stop procrastinating and merge with the six souls to save the monsters (it's a testament to his moral weakness that he STILL couldn't bring himself to do that even as he watched his people be massacred in front of him). If he had, you likely wouldn't have been able to beat him, given that just one single soul was enough to allow Asriel to cross the Barrier and slaughter dozens of humans before being brought down.
Here is my theory of how Sans is so powerful: TL;DR: Sans and Papyrus were two of the "failed vessels," after Gaster was erased they both were afflicted with a "hole" in their souls, which, in Papyrus was filled with mercy, and in Sans was filled with Karma. According to the entries in True Lab and a scene in the Genocide run with Undyne, when monsters are too determined, they sort of melt. So the Determination Theory must be wrong, except for Entry Number 7, which states that there is a vessel for this soul substitute. Although it seems pushed that Flowey/Asriel is that vessel, I believe that Sans and Papyrus were meant to be that vessel. So they were created differently from other monsters, using Gaster's DNA, multiple monsters' magic, and determination itself. But when Gaster fell into the Core, his creation, his soul shattered across multiple realities and became Forgotten. Every memory or sign of his existence was erased, but since Sans and Papyrus were made of other things, only Gaster's DNA was erased, leaving a hole. In Papyrus, this hole was filled with Mercy, nullifying him as a vessel. But Sans left that hole empty, so he somehow (this is the big hole in my theory) he became the vessel, which allowed him to use teleportation and Karma. But I also believe that the Karma is more powerful in the Judgement Hall, which is where you fight Sans. This is not complete or fine-tuned, but just my take on it. I'm gonna simplify... Sans is gaster but lazier and cheap (Karma bruh, he uses it for his lack of damage) Papyrus on the other hand, much more merciful and soaks up a bit of damage not powerful but can survive a bit of hits

I realized some things: Omega Flowey, a monster with 6 human souls, still can’t get rid of invincibility frames and do that poison damage effect like Sans does. Sans can mess with your position like Flowey can. Sans is the only monster in the game that dodges attacks. Sans, the “weakest” monster in the game. Can do all this.

Sans doesn't teleport, he's using Quantum Superpositioning. Quantum Superposition is a phenomenon where an object has multiple states at once. He's already everywhere, you simply have to observe him and he'll be in one state. This also explains why he's so lazy, why walk there when you're already there?
Lorenzo Herreros one can argue he could control whether he was in one state or multiple states. His power shows he has a great understanding of Physics and the undertale world, his depression could be caused either by: 1. Gaster's Accident 2. Existential Crisis Sans was killed when he was tired, after draining his energy.
I think sans is also very powerful because like undyne, he wants to fight you. Other monsters or boss monsters didn't really want to fight you, and that makes them more vulnerable. Fighting a monster when they can be spared will one hit them. Sans however has deep and extreme hatred towards you. I think that's why he's so powerful (combine it with KARMA) despite only having 1 atk
I agree with the determination theory, however I want to add something to this... sans is one of the most determined beings in the underground, only beaten by Undyne and maybe Asriel. however sans also knows about saves and resets more deeper than most characters, and to at least an extent knows that they live in a video game. this could also mean that sans can combine this knowledge with determination so that he can bend the rules of the game, rather than just defeating you outright. he dodges your attacks, he teleports, and even pervents your turn to keep you trapped in a fight forever. he is very determined, but fights with intellect rather than brute force, which he knows he lacks severely.

I like to believe the reason Sans is so powerful is because he's been storing almost all of his energy up to the point of Judgement Day.
I saw a theory that explains this. You know how when you sleep in the hotel in Snowdin, you can heal past your maximum health... And Sans sleeps all day. This also might explain why when you hit Sans, he doesn't actually die he just walks away.

My theory is a combination of quantum physics and the "sans is the player's foil" idea. First, we know that the 'reset' power can only be held by one person at any given time. This means its not a power that humans naturally have nor simply something you get once you reach a certain threshold of determination. It's a single entity that latches onto a "host" of sorts and can switch hosts if a more suitable one appears.
I believe the creation that W D Gaster fell into wasn't the DT extractor or the underground's geothermal core. He was working on something much more ambitious, something that he believed would really solve all the problems of monsterkind: an omnipotence machine, more specifically, a machine that would give the user total mastery over space-time. At some point an accident happened, he fell into the machine and its power dispersed his existence across all of space-time. In that same accident the machine itself was broken, the powers that it held, those of space and time, seperated from the machine and became disembodied non-corporeal entities that each found a different host. Time became known as the power of reset and gave itself to the being with the most determination it could find, that was Flowey at first and later on, the player. Space was the exact opposite, choosing as its host the least determined, or in other words, the laziest person in the underground, and that was Sans. Sans teleports by folding space, his gravity manipulation is because gravity is a distortion in the fabric of space. In a way, each power sought out the type of personality most suited for itself. Space lets you take shortcuts, fetch objects without moving, and overall just be lazy. Time gives you the almighty ability to cheat death and select the future you want but in order to do so you must have the force of will, the determination, to power through the pain of death and the monotony of repeating the same events over and over until you get the desired outcome.
Because Sans was connected to Gaster, he knows that since he received the power of Space, that must mean someone else who possesses the power of Time is out there. Though even he cannot retain his memories when resets happen, because he is aware that such a power exists he can take certain measures against it, thus he has taken it upon himself to keep an eye on whoever is hosting the reset power and act as a check on them if the need arises. He's enacted his "judgment" before when flowey went too far causing his "fair share of resets", and when Time jumps hosts from flowey to the player character, he shifts his attention to you instead.
This is an extremely underrated comment and this is probably my favorite take on the Sans/Gaster connection

Well, there's one problem with this theory. I agree with almost EVERY bit of it, except one tiny bit. You said sans can not recall when a reset happens. Though, if you do a genocide route, obviously you won't beat sans the first time you ever fight him. So, when you die, he says "That's the face of someone who's died ____ times." Or, something along those lines. My point is, he knows how many times you've died.

Another cool thing to note is that sans's eye flashes two different colors - Cyan and Yellow (Although the yellow is kind of hard to see compared to the cyan). Those are the colors of the Human Souls of Patience and Justice! I believe there's a theory he absorbed two human souls to get stronger, but I personally think there's too many holes in it.

I think you forgot to mention, but if you go into the Skelebro’s house before you date Papyrus, you can search around their house. If you go to the table in the bottom left, you‘re able to find a joke book (obviously sans’ book) but inside that joke book is a quantum physics book, and inside that is a joke book, then a quantum physics book, and so on. Maybe these two items were placed together because maybe they’re both linked to sans? Not sure, but sounds cool! Also, the fact that when you get a hit, your health bar drops one at a time, but incredibly fast. This doesn’t happen with other monsters.

Sans does break almost every rule but there is one that he does obey: He dies when his HP hits 0. There is a monster that breaks this rule, and that is Undyne. She will simply refuse death. She will die eventually but even when her HP hits 0 she keeps going. That seems to be the one rule Sans can't break.
killing sans neither gives you exp nor increases the kill counter. he actually does not die when you kill him, he just becomes so tired that he does not want to fight anymore so he plays dead
undyne can only die that due to her determination, being one of the only few monsters who really have it. (and all the others have a wee bit too much…)

Actually has anyone ever thought about how in every fight you have, if you get hit your SOUL flashes as if giving you time to recover, but with sans, he gives you no chance to ever recover. Your SOUL never flashes when you fight sans. I think this is what the KARMA factor is. He’s so determined to kill you that he won’t let you rest and keeps you on your toes. Sans is mostly a special type of boss fight that you will never win until you’re seriously determined irl.

Sans is aware. Not just of the resetting and timelines, but of the battle system. He knows how it works and how to manipulate it. His "special attack" is just to keep taking his turn forever. Instead of doing large amounts of damage at pre-determined intervals (i.e. I-frames), he does one damage every frame you're in contact with his attacks. I-frames can be manipulated as demonstrated by the glasses and notebook sold by Gerson. He even realizes that he can take advantage of your mercy and fill the screen with an attack, completely disregarding the fact that sparing should end a fight.
As to why Sans can teleport and is even aware of timelines and resetting, I have a theory for that too.
When reading the true lab entries, half of them are written in all lowercase with poor punctuation, implying that Sans worked on or at least knew about the determination experiments. It's quite obvious that Sans knows more than he lets on. Perhaps he knew how to properly handle determination but didn't let Alphys (or even Gaster, oooooh!...) know because he knew that if that happened, Asgore would destroy humanity. Near the end of his fight, Sans is supposedly sweating. Sans is a skeleton, though, so maybe he was actually melting from excessive determination. "But why does Undyne melt more than Sans does?" I hear you asking. Sans knows that he won't be able to defeat you and the most he can do is delay the inevitable, so he's less determined than Undyne was, who truly believed she could stop you, or it could be because of his knowledge of determination I theorized earlier.
OR MAYBE SANS IS REALLY A HUMAN NAMED NESS AND THAT'S WHY WE SEE HIM BLEED AND NOT TURN TO DUST AND THAT'S HOW HE KNOWS ABOUT TIMELINES AND THAT'S WHY HE DOESN'T DIE FROM DETERMINATION POISONING AND WHY HE CAN TELEPORT AND MANIPULATE GRAVITY!!!!!!

The 'blood' he leaks before dying is probably either:
- Ketchup, as we know he likes drinking ketchup from bottles.
- Injected Determination.
Edit: Sure it’s totally possible it could be real blood but it’s kinda weird since:
Sans is a monster, even if he is a skeleton. Both him and his brother turn to dust on death, but Sans does it off-screen. Monsters are said to lack blood, and even if he could produce blood and was an outlier, how the heck would he keep all that blood contained, being a skeleton? There is definitely gaps in his clothing where blood could gush out.
actually it couldn't be ketchup because the 'blood' is in his mouth, and since monster food is instantly absorbed there is no way he spit it up, and also if the ketchup somehow got in his mouth he would have healed and kept fighting.
also because sans might have osteoporosis which would cause bones to be brittle, both explaining the 'blood' and his 1 hp.

The main issue I have with the Determination Theory is that Sans dialog throughout his fight and before hand tends to suggest the opposite. Sans is reluctant to fight you, he doesn't want to and only does when he literally sees no alternative and even then he does so clearly having mixed feelings about it. He even acknowledges he knows he can't kill you and it implies that his goal is only to frustrate you enough to reset since he knows he can't kill you.
On top of that its said that a monsters stats are determined by how they feel. I'm sure there are certain inherently stronger and weaker monsters but one needs to really question how Sans could have 1 of every stat and not died a long time ago. No in truth I think Sans isn't like that normally. But the path you took in genocide weighed heavily on him because of what he knew it would come too. The death of his friends and brother, the knowledge that he can't actually kill and the fact that in an alternate timeline you were exceptionally good friends with him. I think it made him not want to hurt you even though he knew he had to, that he didn't want to live without the people he loved, that he didn't deserve to be the only survivor because of how he sat back and observed you.
Att - determined by a monsters willingness to harm (Sans has 1 attack)
Def - determined by a monsters willingness to not take damage (Sans has 1 defense)
HP - determined by a monsters willingness to live (Sans has 1 HP)
When looking at if from that perspective Sans even at his worst is merciful, self-loathing, depressed. Yet he still does what he can to try and make the player reset.

Well you see thats kind of the beauty of it. My own interpretation of things simply disproves the Determination Theory. The Quantum Mechanics theory is still viable. Its also simply possible that everything he does aside from the Gaster Blasters are just part of his powers. They only seem to activate when is eye does so who is to say that warping, gravity manipulation and various other things aren't just part of his magic? Though I suppose the "shortcuts" are also an example of this.
I've toyed with the notion that Sans magic is based off of several of the human soul traits (integrity, patience, perseverance, and justice) due to the associated colors of his attacks with patience and justice being his two most powerful since those are the colors his eye flashes.

Actually Karmatic Retribution is purple so its related to Perseverance. Patience are the light blue attacks that hurt you if you move. Of course his gravity manipulation of your soul is integrity and as for Justice I would say its possible to relate them to the Gaster Blasters since the human that had the Yellow Soul used a gun.

He explicitly didn't take the souls, since I believe it's mentioned somewhere that people are begging Asgore to FINALLY stop procrastinating and merge with the six souls to save the monsters (it's a testament to his moral weakness that he STILL couldn't bring himself to do that even as he watched his people be massacred in front of him). If he had, you likely wouldn't have been able to beat him, given that just one single soul was enough to allow Asriel to cross the Barrier and slaughter dozens of humans before being brought down.

Here is my theory of how Sans is so powerful:
TL;DR: Sans and Papyrus were two of the "failed vessels," after Gaster was erased they both were afflicted with a "hole" in their souls, which, in Papyrus was filled with mercy, and in Sans was filled with Karma.
According to the entries in True Lab and a scene in the Genocide run with Undyne, when monsters are too determined, they sort of melt. So the Determination Theory must be wrong, except for Entry Number 7, which states that there is a vessel for this soul substitute. Although it seems pushed that Flowey/Asriel is that vessel, I believe that Sans and Papyrus were meant to be that vessel. So they were created differently from other monsters, using Gaster's DNA, multiple monsters' magic, and determination itself. But when Gaster fell into the Core, his creation, his soul shattered across multiple realities and became Forgotten. Every memory or sign of his existence was erased, but since Sans and Papyrus were made of other things, only Gaster's DNA was erased, leaving a hole. In Papyrus, this hole was filled with Mercy, nullifying him as a vessel. But Sans left that hole empty, so he somehow (this is the big hole in my theory) he became the vessel, which allowed him to use teleportation and Karma. But I also believe that the Karma is more powerful in the Judgement Hall, which is where you fight Sans. This is not complete or fine-tuned, but just my take on it.

I realized some things:
Omega Flowey, a monster with 6 human souls, still can’t get rid of invincibility frames and do that poison damage effect like Sans does.

Fighting a monster when they can be spared will one hit them. Sans however has deep and extreme hatred towards you. I think that's why he's so powerful (combine it with KARMA) despite only having 1 atk
I agree with the determination theory, however I want to add something to this...
sans is one of the most determined beings in the underground, only beaten by Undyne and maybe Asriel. however sans also knows about saves and resets more deeper than most characters, and to at least an extent knows that they live in a video game. this could also mean that sans can combine this knowledge with determination so that he can bend the rules of the game, rather than just defeating you outright. he dodges your attacks, he teleports, and even pervents your turn to keep you trapped in a fight forever. he is very determined, but fights with intellect rather than brute force, which he knows he lacks severely.
