In my experience, a phone call on an open solicitation will likely result in no answer or direction to submit in the Q&A because now you're moving into level playing field territory.
I once believed that when I started out. And found out it’s a myth. You can call and email them with questions at the state and federal level. Some bids will have specific instructions regarding qa. Therefore, follow such if they have them. 😎

I was told from a hr standpoint that if you treat your 1099 independent contractors as employees then they should be w2. It’s labor fraud 😮
Check the IRS website for how they define the terms and have a good lawyer. It’s simple. BTW. Don’t recall most uber drivers are 1099…..
