I think that this is a case where the rules could use some clarification. The spirit of the rule - which was enforced - is that the car controller should not work on the car because they should be watching pit lane and ensuring a safe release. The wording of the rule could make the argument that they shouldn't be an extra pair of hands. Red Bull's argument has some merit in regards to whether or not "work" was done, but their perspective seems to ignore the safety issue this raises. At any rate, he shouldn't touch the car, he did, and that's pretty much as far as the argument needs to go.

It was a breach and not to mention the back wheels spinning whilst still on the jacks. Was only slightly but the wheels must remain still until the car is brought to the ground. If they don’t get a penalty for a the car controller touching the car, they would of got one for the wheels turning.

yeah righto, im by no means a whincup fan but the blame for the Bathurst incident is also on McLaughlin because if you watch it you see McLaughlins re-entry you will see that he crosses half of the track so he should've been re-entering on the far right of the circuit and tander was also pretty optimistic and should've been able to see that coming, in my eyes it was a racing incident, and the one with cl was 90% scotties fault

Yes, the intent of the penalty, is that the car controller is supposed to observing the entire area around the car and down pitlane, for safety, and thus is not meant to be distracted by performing work. However, that is not how the rule is written. It is specifically written as "must not perform work on the car". Simply touching a car, does not constitute performing work (in fact, it's actually possible to perform work on a car without touching it). You cant apply a penalty based on its intent, you can only apply a penalty based on it's black and white writing. The solution here, was for race control to identify that there was a weakness in the wording of the rule not meeting its intent, and to introduce a rule change in the future. Not to apply a penalty.
