Air has some resistance in it as well. Not sure how much dense it is versus a body of water though. I guess that will depend on the altitude where the action is taking place. Just thinking out loud.

It is much harder to move around in water (for a human at least!) but obviously these animals have evolved to live in the water. Anyway, apparently the mantis shrimp can slow its punch speed down when out of water. Clever things!
That would make it less powerful though, Since it essentially boils the water around its fist, and basically cooks its prey. if it was on the surface, this would not be able to happen.

My cousin actually owns a pet Mantis shrimp, he had to get a special fish tank for it because it broke through the glass on the last one lol
