He actually signed a percentage take on royalties for the long term success, he was paid nothing until the first box office ticket was sold. Twins was a huge success that is the reason he continues to makes millions from it.
As I recall the Last Action Hero wasn't exactly a super hit, however its soundtrack CD was quite successful. True Lies was a fun comeback, but after that the Arnold hype had run its course. Though he still raked in some very nice figures, surely the rest of the 90's belonged to Nicolas Cage.

Yet, The Running Man was classified a Semi Hit and Red Heat was classified as a hit?

Again- you really need to educate yourself on how film profitability is calculated. A movie that cost $8 mil to make and brings in $11 mil is a FLOP, not a "HIT." Films need to make at LEAST twice their budget back just to BREAK EVEN. "The Villain," "Raw Deal," "Red Heat" "The Running Man," Terminator Dark Fate," "Junior," "Last Action Hero" and "Conan the Destroyer" were FLOPS (the latter film ended plans for a trilogy.)
