Silver was a real jerk, but I am glad he learned some lessons along the way. Interestingly he does not become the champion. He's kind of just a nuisance.

Theirs mathematical algorithms that decide which pokemon is more powerful and base stats are all that matter. If your talking about criticals and type advantages than thats a different argument but a normal pokemon vs another normal pokemon with higer stats and both are using the same pokemon and same attacks than the pokemon with a higher base stat will always win.
