I am more and more convinced that Mrs Flood is not evil, she seems to be someone who knows The Doctor well, and who admires him. Yes in the scene when there is ‘Sutek dust of death’ she says that her plans have been ruined, but we don't know if these plans are malevolent. I'm going to blow this out of proportion, but we know who The Doctor's adoptive mother is and if we find out she's the biological one. On the other hand, Russell said that Ruby and The Doctor have a history that links them, maybe it's not just that they were both abandoned, but that they will both find their biological parents. As for the final scene, she said that‘ The Doctor's story will end in absolute terror’ she didn't say she was responsible, maybe she peeked and was referring to 15th's last story.
If she’s the Meep’s boss then she’s also Rogue’s boss as well as he mentioned having to fill lots of paper work in to the new boss before trapping the Doctor
If this turns out to be correct, then it’s quite likely Mrs Flood has the Toy Maker’s gold tooth. If she does have the tooth, then it would add further evidence to this theory.
I am wondering if Mrs Flood is either someone who traveled with the Doctor or if she is part of the CIA(Celestial Intervention Agency). Given from past episodes, how the Doctor was released from his exile by the CIA previously, they could be following him now to make sure he is making the best decision for each adventure. It was also shown in more recent stories that he was once a part of the CIA until he was forced to forget about his life before the William Hartnell era. Now that he knows something was removed from his memories, that they may want to keep as much of it compressed.
I reckon Rogue is a chuldur. Even his spaceship is bird shaped. Besides, as he joined the other chuldur in their banishment to another dimension, if he is not one of them he would be the only prey available and therefore wouldn't have lasted more than a minute. Yet, knowing this he asks the doctor to find him....he knew he wouldn't be prey.

We know the Doctor never got along with any other Timelords or at least he didn't agree with their ideas or follow them & he kept the Timelords at bay at minimum & there's the Master he grew up with who clearly didn't want to make the Doctors' job easy in any way. In "New Earth," 10 says it as a kind of half-joke, repurposing it to refer to the "New New" part. The joke really only works if you already know the real-world origin of the term. As for why anyone in-universe would put it on a bumper sticker, it's 100% simply that the art department (or RTD) decided that 10's joke was already an official slogan of the NNY Tourism board. Dropping the meta angle of the whole thing is likely just predictable British sloppiness with regard to American culture.

Fascinating ideas - but in terms of it liking with The Meep - I can’t imagine that The Star beast - am ep that is not part of Season 1, is an integral part of the story arc. Tharries’ other points are very attractive - but again, remembering that Disney would surely want a scenario that would be in the sights of the new viewers. Mrs Flood is indeed likely to be a crucial character, with a real back story (her own love of a good story is definitely a central part of it).
The doctor using the salt in wild blue yonder is the entire reason for gods showing up in season 1, so i think it's pretty safe to say that they are linked. Plus according to bbc iplayer the "reboot" of doctor who started with the star beast

Personally, I've given up. After the last series, it's just not the Doctor Who I love. I thought once Chibnall's stuff was done, it would get better, but it's now become a CBBC show combined with a circus and fairytale story. I miss the Moffat era.
