When you talk about eye contact, I think you showed the clip from Civil War out of context. In that scene he wasn't looking away from Steve Rogers in order to intimidate him, but because he was having trouble making eye contact with him because at that moment he feels that Steve Rogers might have really betrayed him...

The consistency in the tiniest of quirks in Iron Man's character over the course of 11 years of writing (with different writers) is really impressive. It's hard to keep a someone from going out of character after that much time.
About the eye contact thing. The rule I learned through observation is to look people in the eye when you are the one talking to them, but avoid looking them in the eye when they are the ones talking to you. When you look someone in the eye while you are talking, you are showing authority, but when you are the one looking others in the eye when they talk, you are not showing any authority, in fact you are showing submission by looking someone in the eye while they talk to you. Now, when someone is talking to you, by looking away while listening to them, you are showing a lack of interest in what they're saying, thus you are preventing them to force authority on you... obviously this can be seen as rude, so don't abuse. Think of parents telling off a kid, the kid is facing down (being rebellious against his/her parents), not looking them at the eyes but then the parent says "and look at me when I'm talking to you" and the kid, being afraid, looks at the parent in the eye. That's showing authority over a kid, it works with adults too.
When fighting, and you hit someone and they feel it you know... what you're talking about, all fighters know. When someone shows weakness, it only creates hunger in the fighter.
