The EU has (sort of) started looking into this but there's apparently a lot of resistance. In theory we could flag their passport but I wouldn't hold my breath that the Home Office will do anything like that anytime soon. Meanwhile as a Romanian manager once told me, it's great driving a foreign registered car here in the UK.
@@loc4725 All the EU and the UK have different licencing arrangements, and different penalties, so it would be impossible to give say, a French driver 6 points on his licence for phone use. European countries can, and do chase up financial penalties, such as a fine for speeding. French police will take you to a cash machine to pay an on-the-spot speeding fine.
Issue the driver with the six points recorded in the UK. Upon a second UK six-point offence their foreign driving licence is deemed no longer valid. Obviously there would need to be a mechanism in place to undertake. However, at least it provides an opportunity to halt the worst offenders visiting the UK.

I think I'm going to disagree with you there. He's not perfect (neither am I), but he's reasonably good. Most of his videos show bad driving and I think they might look like an exaggeration if you're not used to the focal length of a 360 camera. His incidents often seem reportable to me.
