- Joe Biden saying the Chinese president, Xi Jinping, is a dictator was 'extremely incorrect and irresponsible political manipulation', a Chinese foreign ministry spokesperson said on Thursday. Biden was questioned whether he still held the view at a news conference after four hours of talks with Xi on the outskirts of San Francisco. 'Look, he is. He’s a dictator in the sense that he’s a guy who runs a country that is a communist country that’s based on a form of government totally different than ours,' Biden replied.

One-party state does not mean dictatorship, and there is plenty of disagreement as well as political representation for citizens within the Chinese state, arguably more than in America. USA would be a "dictatorship" by your logic, only in that the state has certain principles it's unwilling to compromise, for example, private property. One party, two parties, several parties. That doesn't make the difference. Their purpose is merely to mediate opinions.

Being honest is a much better choice than to lie. If Biden would have lied and changed his mind on describing Xi as a dictator he would have come off as dishonest and weak. If Biden had not been put on the spot he would never had mentioned it as it would not have served much purpose.
