Democracy as a system of government in its current form has failed across all developing countries.
Politicians are rewarded for pandering to voters’ immediate demands and desires, to the detriment of growth over the long term.
Democratic systems encourage such short-termism, it will be difficult to solve many of the seemingly intractable structural problems slowing global growth without an overhaul of democracy.
From an article in foreignpolicy dot com Why Democracy Doesn’t Deliver
Endless elections, unqualified leaders, uninformed voters, and short-term thinking are impeding economic growth.

illiterate politicians have managed 18 % of the world's population for 70+ years without falling apart and also got the democracy thing going........... no where in the history of this world that many people has been controlled for so long with democracy going....only 1 country managed that many people china , but that does not have democracy........ so called engineer politicians of USSR, educated according to your standards failed .... USSR did not lose any battle.... but they simply politically crumbled... engineer politicians could not keep them together...
.please understand no where in the history of this world that many people had been kept under control with democracy.... there is no example for our indian politicians to follow..... what ever they hav done they hav done it for the first time in the history of this world............. do u get it.........(they have no common questions in the exam... no question bank to follow before appearing for board exam)...yet they hav succeeded.......our country's goal was never to hav high growth.......... just remember all the politicians said this same line ,everyone who sat in the cm or pm chair... desh tutna nehi cahiye......... that is the only aim....in recent years it has been growth.... since our neighbouring countries are developing.... u hav to grow... to secure yourself.... thats y this new target
so what is the lesson........... a politician does not need to be a educated person..if that would hav been the criteria then einstein would have been the prime minister of germany instead of hitler....
the only criteria for a politician is that he should understand the pulse of people's heart thats all........ and as u all know reading peoples heart does not hav any formulae... and there are no courses offered by universities about that subject ... so u cant learn or get a degree about that field............. so the subject is hard isnt it??????????????

Now you know our problems in Bengaluru. Finally you understand our plight with CTC episode. IT crowds pay taxes, Middle class uses dug up potholed, useless roads and suffer to reach office, but BBMP uses our taxes to look after Sadashivnagar and Vidanasoudha areas for the politicians. Middle class suffers while paying taxes. Poor get doles, BBMP uses funds to deliver to rich politicians in tony areas. Metro was brought to Kanakapura thanks to DK Shivakumar while depriving the IT community of their much needed roads. Now KJ George has managed to get 2 metro stations for his investment in Manyata tech parks. Question is why is bengaluru development dependent on politicians investments in areas?

Thank you for talking about this sir. Urban planning as idealistic a field as they come and is extremely entrenched in political realities of the region. The disconnect between enforcement and planning leads to the opposite of the intention - increasing suffering of the denizens of the area. As a practicing economic development planner in Illinois, US (studied in Delhi) I have many issues/qualms about the state of city planning in India - ranging from planning education to research to lack of mechanisms that ensure that political leaders dont supersede the technical experts. My only hope is to eventually see a better, regional outlook to these problems which takes these issues beyond one political jurisdiction and hence reduces some political involvement. P.S - Capital of Illinois is Springfield.

A well researched and presented talk. As a Bengalurean, I can appreciate the challenges the city has. The infra sucks. The garbage piles up at every corner. Yes the roads are perpetually dug up. The roads are laid....and soon thereafter BWSSB comes and digs it up again. They complete their job, do a shoddy patch up...only to see BESCOM coming a few days later to dig it up again. Flyovers are under construction for perpetuity. The solution at the end is great. Have these large metros, be declared as Mayor run 'City States', and move the state capital away from these cities. However, don't know for sure as to how many of the political entities would be keen on administering a state, minus these cash cows. These centers are what keep their cash boxes ringing. A good suggestion, however with minimal chance of ever being accepted let alone being implemented.

If we are happy with free water, we will get 'free water' and if we demand 24x7 portable water, we will get it. 'We The People' of Delhi will decide in the next election, we want freebies or services. Per Capita GDP on PPP basis puts Delhite in middle income country on its own. Still we want freebies. Any city that has grown at the same rate as Bengaluru is sure to have many of these same issues. The influx of humanity greatly outpaces the city's resources, even as they are being developed. So, forever, the planners are shooting behind the duck. Bengaluru's population in the last two decades has progressed from 57 lakh to 85 lakh to probably 120 lakh by next census. If it takes 10 years to build a metro line, the coverage in planned capacity and route maps are off by 30 - 40 lakh people. If we add political dither, it is no wonder that public works are mired. The paradigm of separating the political capital from the business centers in the US by at least one day's ride by horse carriage was apparently adopted to minimize big businessmen from meddling in government affairs (which is an excellent thing in itself). Planning for future development is fraught with political peril. The money investments are extremely large and if the anticipated growth does no materialize, the projects will be deemed wasteful.
The Karnataka government should perhaps be moved out of Bengaluru to a part of the state that needs focus for development, perhaps Manyakheta (Malkhed, the capital city of the Chalukyas) with a rich history but currently not much economic development. This would help that part of the state's economy and allow Bengaluru to grow without so much political oversight.

It's only when you use the Hindi pronunciation while talking in English, that most of us get rubbed the wrong way...and even that has to do more with North Indian (BIMARU to be precise) hegemony, than anything else. Just my two cents on the issue.

Its been a known reality for decades and has become worse. Politicians take money from contractors and contractors can't finish the job and they really don't care. These state level projects across India are nothing visionary or actual infrastructure building or providing convenience to citizens, these are money making projects for both politicians and politicians in the states. From Bihar to Bangalore its the same. So outside central projects in India its still 1980's. Unless the Double engine sarkar like UP comes about across India ....these Indians won't learn or prosper or deliver.

I agree Bangalore needs better infra. The fact that it is dug up also means the city is continuously updating itself given that it is growing at unprecedented rates. Despite all this how is it that Bangalore still scores well on livability (relatively)? Also, thank God Mysore hasn't gone the Pune way since it's too close to our forests. I wouldn't want Hinjewadi type of development near Bandipur. Also have to think if natural resources (water) can sustain a Bangalore and Pune next to each other. On time taken for meetings. Next time you land in Mumbai, try a meeting in Goregoan and then next in fort and try making it back to the airport to fly out. The beauty of Bangalore is that you can live next to your place of work, which means it's more spread out as a city so you are traversing large distances if you are hopping from one business center to next. Finally, the only time I've had breezy travel through Delhi is at 2am. I don't think we can stereotyp mega cities on traffic coz it doesn't hold up anymore. Do balance your commentary when you speak of Bangalore like you do when you speak of Delhi.

Mr. Shekhar Gupta, you are either misled badly or lying through your teeth on the NICE Road. NICE Road is India's largest land grab project. It was sanctioned by Deve Gowda when he was briefly the Chief Minister of Karnataka. The land was given at Re.1 per acre and along 130 kilometers from Bangalore to Mysore [more than 40,000 acres was transferred].
Mr. Ramesh, who was the PWD Secretary at that time was the prime mover for the project. He retired from the Government immediately after the land was given on a BOO [Build - Own - Operate] model and went on to join Nandi Infrastructure.
NICE got this deal since they misrepresented to the Government that they were actually a US based company and were backed by strong US promoters. The whole representation was a hoax. The project was proposed in a 1995 Trade Mission led by then Massachusetts Governor. The promoters were three Limited Companies - In the US, companies are Inc [Incorporated] and not Limited. Without checking on the promoters, huge tracts of land was committed. You rightly said that Mr. Baba Kalyani was the key investor. He invested his personal funds in this project [not the Kalyani Group]. He is a Lingayat and the key movers in this scam were all Lingayats [it is a different issue that the beneficiary politicians & administrators belonged to all castes and parties].
The land acquisition process between Mysore and Bangalore was completed within a few months. The farmers along the alignment lost their land for measly compensation. When activists [including me] protested in a court mandated public hearing, we were arrested by the Deve Gowda government for objecting development. SM Krishna came much later. Deve Gowda, both as CM and later as PM, advised us to stop protesting against development projects and co-operate with the government.
With court cases as an excuse, NICE has just completed a ring road covering half of Bangalore's perimeter [53.3 KMs]. They are charging exorbitantly for this small stretch. The company has apparently sold or gifted [to friendly politicians] or kept land banks to themselves and are no longer speaking about any Bangalore - Mysore connectivity.
There are unproven allegations that SM Krishna got substantial land gifts and he aided the company strategically when he was the CM. The same accusations are leveled against many politicians who were leading the state between 1995 and 2010.
Deve Gowda, only this decade realized that he had sanctioned the largest land grab project and he was apparently not a beneficiary. The land was acquired from his Vokkaliga community farmers. He raved and ranted for some time before the elections. He is now silent about the project, as are his is sons - one can only concur reasons for their silence.
The company has skillfully misused our courts and our Constitutional process to get the land and not build the project. Each acre of land costs roughly 1 crore to 5 crores along the stretch. You can understand how much public money got transferred. We still comment on Bofors and Adarsh - they are chicken feed in comparison.
Indisputable facts are that some people got 40,000 acre of land at Re.1 / acre. The land must value at not less than 6 lakh crores. They built a small stretch of ring road. They are now not speaking about the Bangalore - Mysore Expressway. The state government is neither asking them to build or return the land. The government's writ does not extend even to regulate the toll collected. This is the true story about India's urban infrastructure.

I will add to Shekhar Gupta’s analysis
    1) Currently according to the financial commission report, concerning devolution of central taxes to states, you will notice that most of the money goes to underdeveloped states like UP and Bihar. You will notice that in the formula for how the central funds are allocated, there is a factor for proximity to financial centres or cities and states like Maharashtra, Karnataka and others lose their share of taxes on this factor that Mumbai and Bengaluru are part of these states. So whatever money is allocated to developed and industrialised states is too little, as if they are being punished for having too many industries. So this whatever little money they have, they can’t build top quality infrastructure as they have to think about the whole state and not just the city. Separating the city administratively and appointing a mayor might offer some solution but it’s not enough if more funds are not allocated from the central funds transfer to these cities.
    2) Delhi gets a lot of funds from the centre, again see the finance commission report. It is also a showcase city as events such as Commonwealth games and Asian games held 30 years back and maybe Olympics will be planned for 30 years in the future. All this means massive money keeps getting pumped into Delhi for all kinds of projects. Sreedharan, the metro man was appointment for Mumbai metro and he left the project saying that the Maharashtra government is slack in asking for funds from the central government. So even the metro man Sreedharan couldn’t change that.
    3) A minor clarification that Mumbai’s trains are not a century old and neither is the infrastructure. It has been refurbished quite often and Mumbai has all new trains thanks to the MUTP projects. However the growing number of slums, people and development has meant that building transport without decongesting the city itself will have no effect. It will keep being crowded.

Thirdly, if this carshed is allowed inside Arey, it'll be a Trojan horse that will consume entire Arey. The vulture builder lobby is just waiting and no one can trust politicians when they see their monetary profits.
