Depends on the context. In the context of the game (Halo: CE), Marine AIs are rather weak in comparison to enemy AIs (especially on high difficulty like Legendary or Heroic) so that the game doesn't play itself without the player having to fire a shot. However, in the context of the lore Marines can easily deal with most Covenant ground forces, even Elites and Hunters, provided they have sufficient numbers and proper equipment. Humans are also described as having superior tactics to Covenant forces (mostly), who rely heavily on their superior technology and inexhaustible numbers to overwhelm Human troops in battle.
